Job description

Project Goal: Create a centralized system for health care access and annual enrollment.

They are building a unified system for 950+ employers to manage online healthcare enrollment and health benefits that are provided , after the system is built and implemented they will be transitioning to pensions and member benefits management. An example of an employer in this program includes local police departments, libraries, fire departments, etc. Current system has lack of centralization with unique packages for each employer.

Workflow:

On each "project" assigned they will have a range from 10-15 to 100+ stakeholders that they will need to collaborate with. The stakeholders will include business users at each employer location, vendors, internal technical stakeholders.

They will be assigned multiple projects at one time (5+) need someone with background managing multiple complex projects.

They will also be managing 35-40 vendors, including United Health Care, Dean, COTS, etc. alongside each project.

Key skills:

Proven background managing large-scale projects

Business Analysis (BA)

SQL (queries and testing)

Requirements Gathering

Building user stories in JIRA - this is a key skill, they need someone who can build user stories that a developer could go in and use without additional info

Source to Target Mapping / Data Modeling - for example this person needs to be able to look at a data model in a data lake and map it out to a "golden record" (single, accurate, and comprehensive version of data that is created by consolidating information from multiple sources) and create a data flow doc/JIRA that will be used by developers and confirmation with stakeholders/vendors

Longevity in roles, they have had multiple people join the team and leave after 2 years, they need a long term contractor in this role looking to stay somewhere for 4 years.

Ability to present use cases in interviews.

Government or insurance benefits background related to open enrollment highly desired.

Background in health benefits and system consolidation expertise highly desired.

SME in data and BA.

Ability To Learn Additional Skills As Needed.

Familiarity with AWS, ML, and .NET is a plus.
