Kadiak, LLC, a Koniag Government Services company, is seeking an Information Technology Project Manager to support Kadiak and our government customer. This is a Remote opportunity.

IT Project Manager and oversees the successful planning, scheduling, execution, and implementation of various project efforts to deliver or enhance enterprise technology solutions. The position requires extensive knowledge of managing large ($20M+) IT projects/programs with multiple workstreams in a federal government environment; delivery of IT solutions in a healthcare environment; and integration of products with new or existing products ensuring alignment with Project Management Institute (PMI) and Federal Acquisition Institute (FAI) methodologies.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Project Management Responsibilities:

  • Initiates, plans, executes, monitors, and controls IT projects from start to finish.
  • Establishes project management operating procedures and processes to adhere to the Federal Information Technology Enterprise Performance Life Cycle (EPLC) framework.
  • Coordinates daily resources and operations around governance activities.
  • Schedules coordination and logistical needs within the DHITMO program and I/T/U sites to manage change control.
  • Develops detailed project plans and assessments for monitoring and reporting on the progress of projects throughout the modernization initiative(s).
  • Manages the scope, schedule, and cost of assigned projects and informs management of status, progress, and results obtained throughout the lifecycle of assigned projects.
  • Manages projects of all sizes including large projects over $20 million and/or multiple projects delivering multiple IT solutions.
  • Serves as a project management subject matter expert (SME).
  • Provides consultation to senior management on unusual, complex, and/or controversial IT and project management problems.
  • Advises leadership on project management best practices and improves or develops new project management processes.
  • Guides project teams and coordinates all project activities of multiple contractors, vendors, government resources, and other project participants across multiple locations.
  • Develops comprehensive project plans promptly.
  • Uses project management software to set up project timelines and resources, track the progress of project work, and monitor staff performance on the project. Manages project schedules, resources, budgets, requirements, risk, and change control for configuration management to produce and deliver project documentation for Investment reporting.
  • Negotiates emerging issues and changes in project requirements and advises leadership when issues are beyond their scope to resolve.
  • Identifies risks with ongoing or proposed development projects to ensure OIT and IHS goals and objectives are met and to provide mitigation strategies to reduce or eliminate the identified risks.

Technical Responsibilities:

  • Conducts technical analyses of complex IT system problems and devises solutions.
  • Provides management in an accurate and timely technical conclusions and recommendations.
  • Develops multiple Statements of Work (SOW) and all applicable documents related to SOW, including market research requirements, acceptance criteria, deliverables, quality control and performance management and evaluation criteria for the activities within the timelines of the respective projects.
  • Leads complex technical sessions or meetings to coordinate cross-functional teams for developing advanced solutions in multiple technology disciplines such as IT infrastructure, cybersecurity, finance, medical, cloud services, software development, IT governance and others.
  • Develops complex project schedules and integrated master schedules using standard project management tools.
  • Optimizes use of collaboration and productivity tools of Microsoft SharePoint to store and organize project documentation from multiple stakeholders and share meaningful project status information.
  • Leads initiatives to research and analyze new technologies to develop cost-effective methods to meet business requirements.
  • Collaborates with other organizational oversight functions to identify and develop consistent and effective approaches to governance activities.
  • Develops project management strategies, standards, and processes for developing, implementing, and sustaining advanced IT system solutions in a large, complex organization.

Security Responsibilities:

  • Uses Federal ATO policies and processes with IT security specialists in attaining ATO authorization for Health IT systems and applications.
  • Understands federal government IT security standards complying with agency IT security standards.
  • Safeguards Federal information and information systems from a known or reasonably suspected information security threat, vulnerability, or risk.
  • Understands information technology, cyber security, health information management quality assurance policies, principles, and practices in the delivery of IT solutions and services.

Budget and Acquisition:

  • Uses procedures of federal acquisitions policy for planning, budgeting, acquiring, and managing Federal capital assets.
  • Develops processes and guidelines to comply with Federal Capital Planning and Investment Control processes (CPIC).
  • Plans, manages, integrates, and coordinates budget formulation, presentation, and execution concerning agency IT operations.
  • Develops project resource and cost estimates.
  • Develops multi-year budget estimates to include full life cycle costs.
  • Manages various aspects of procurement-related activities of preparing acquisition packages, participating in technical evaluations, managing contract activities, and evaluating contract deliverables.
  • Serves as the Contract Officer Representative (COR) for IT contracts. Provides guidance and oversight to meet contract requirements; ensures the development of necessary procurement documents for contract modifications, option periods, and follow-up on acquisitions; ensures tasks and deliverables provide services desired by management; and performs other COR duties as required.

Work Experience, Knowledge, Skills & Abilities:

  • Maintain a Federal Acquisition Certification for Contract Officer Representatives (FAC-COR) Level III certification requiring 40 continuous learning points (CLPs) for the certification
  • Maintains a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Senior Level certification and the continuous learning points (CLPs) for the certification.
  • Performs other duties as assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
