OVERVIEW:

URC is searching for an experienced Senior International Recruiter to work with business development teams on proposals for large international development programs, Bids include proposals for USAID and other donors. The Senior International Recruiter also handles recruitment of key personnel replacements on URC-CHS field programs.

RESPONSIBILITIES:

The Senior International Recruiter recruits highly qualified candidates for HQ and international positions. International recruiting includes work on prime and subcontract proposals for USAID and other donors. Typical searches include Chief of Party, Deputy Chief of Party, Country Directors, Directors of Finance and Administration, technical specialists and other key personnel.

The Sr. International Recruiter works with program portfolio managers and business development managers. They create sourcing and recruiting strategies customized to their needs.

The Sr, International Recruiter may travel to URC-CHS program locations to conduct local recruitment for proposals or programs. The Sr. International Recruiter reports to the Director of Recruitment and Training.

Specific Responsibilities include the following:

Headquarters Recruitment:

  • Recruit candidates for URC headquarters positions including positions in programming, business development, technical support, compliance, operations, contracts finance and other areas as needed.
  • Identify, approach and recruit passive candidates.
  • Screen candidates and manage interviews.
  • Negotiate salaries and close candidates.


International Recruitment

  • Analyze RFAs, RFPs and Task Orders to develop recruitment strategies.
  • Lead recruitment on complex multimillion dollar USAID and other donor proposals.
  • Work with business development, technical experts, and program management teams to develop strategic recruitment campaigns.
  • Identify, approach and entice passive candidates. Persuade passive candidates to partner with URC on bids.
  • Negotiate and close candidates under tight proposal deadlines.
  • Ensure compliance with USAID rules and regulations regarding staffing
  • Maintain an international network of COPs, DCOPs, DFAs, Monitoring and Evaluation Specials, Grants Managers and other field staff
  • Coordinate technical and management interviews.
  • Manage the timely collection, verification, and editing of key personnel proposal materials including CVs, biographical data forms; and letters of commitment.
  • Conduct reference checks; negotiate salary, benefits and allowances.
  • Work with the Director of Compensation on local salary scales.
  • Represent organization at career fairs, professional conferences, and networking events.


Knowledge, Skills And Abilities

  • Current knowledge of USAID rules and regulations pertaining to RFA and RFP solicitations.
  • Proven success in identifying and hiring senior technical experts, COPs, DCOPs, Country Directors, DFAs, and other key/non-key personnel as required.
  • Experience using social media and applicant tracking systems for recruitment
  • Strong interpersonal skills. Client centered approach.
  • Ability to think strategically about recruiting and use pro-active approaches.
  • Demonstrated ability to create successful business partnerships with senior management.
  • Strong verbal, written and presentation skills.
  • Excellent negotiation skills.


Qualifications

  • Bachelor’s degree .
  • Minimum of 5 years recruitment experience.
  • International experience required. Recruitment experience for an international development organization required. International recruitment experience on USAID proposals for cooperative agreements or contracts strongly preferred.
  • Experience recruiting for health or health related programs in Africa, Latin America, the Middle East, Asia preferred.
  • Experience traveling to or working in developing countries highly preferred.
  • Fluency in French is a plus
