To support our growth and accelerate our ability to scale, we are currently seeking a Lead - National Offering for our Utility and Program Services division to help transform and scale ICF’s utility program offerings focused on hard-to-reach customers, including those who are income eligible, underserved and/or live in disadvantaged communities. 

Reporting to the Vice President, who serves as the Director of Offerings, you will lead the design and development of this national program offering and collaborate with local teams across all regions in the US and Canada to drive sales and delivery. Additionally, you will ensure standardized approaches and best practices are implemented resulting in optimized delivery and cost effectiveness of the program offering.

What you will be doing:

  • Serve as the primary contact and become the recognized expert, internally and externally, for energy programs focused on hard-to-reach customers, including those who are income eligible, underserved and/or live in disadvantaged communities 
  • Lead and own the initial offering design, its strategic direction and ongoing evolution; including all supporting marketing, sales and implementation materials 
  • Educate local teams on the offering as well as how to better serve hard-to-reach customers through existing programs 
  • Develop and manage pipeline in partnership with local teams to drive capture and sales of offering for new and existing clients; including leading go/no go decisions on opportunities 
  • Work in partnership with local teams on submitting proposal responses; including, market research, savings projections, budget development and drafting proposal text. Responsible for reviewing final proposals and pricing prior to submission 
  • Support local teams with the start-up and implementation of the offering through oversight, shared resources, regular communications, and national activities   
  • Support local teams in developing partnerships with local agencies, community organizations, and community leaders to effectively support income eligible customers 
  • Ensure standardized approaches and best practices are implemented resulting in optimized delivery and cost effectiveness of program offering 
  • Coordinate with other National Offering Managers to identify opportunities for utilizing common systems, procedures and staff across multiple offers  
  • Conduct competitor research and collaborate nationally and locally on business development 
  • As dictated by scale, build and lead a team at the national level to provide oversight and support for the offering 
  • Responsible for helping sell and oversee $25M+ in programs across North America

What we need you to have (minimum qualifications): 

  • BA/BS in Business, Energy, Sustainability, Health and Human Services, Community Development or related disciplines (or applicants can substitute one year of related experience for one year of education)
  • 12+ years of professional experience in program management, product development, and/or other capacities with assistance programs, including at non-profits
  • 5+ years of professional experience with business development and/or client development 

What we would like you to have:

  • MA/MS in Business, Energy, Sustainability, Health and Human Services, Community Development or related disciplines
  • Demonstrated experience supporting hard-to-reach customers, including income eligible customers and those in underserved and disadvantaged communities, with emphasis on understanding needs and barriers to access 
  • Experience developing, designing and administering successful energy efficiency and demand reduction programs focused on hard-to-reach customers and communities 
  • Demonstrated ability to build and manage cross functional teams (both in-house and virtual)
  • Understanding of how various funding streams can be braided 
  • Understanding of eligibility requirements for different benefit assistance programs 
  • Demonstrated experience in continuous improvement and quality assurance/control theories, techniques and application  
  • Industry certifications, professional affiliations, and publications

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$102,285.00 - $173,884.00
