Cardea Health is a nonprofit healthcare organization founded to connect marginalized populations to the clinical and supportive services they need to improve their health, remain stably housed in their community, and age in place. Cardea Health’s programs fill a critical – and growing – gap in the system of care. Among people experiencing homelessness, a growing number are living with complex medical needs.They face poor quality of life, increased morbidity and mortality, and medical and social destabilization. But they have few housing options: they need a higher level of care than what is offered through permanent supportive housing, but they do not wish to live in an institutional setting and have limited access to hospice or palliative care. Cardea Health specifically targets this vulnerable population, providing a range of clinical services within permanent supportive housing sites to both address their medical needs and allow them to live independently in their communities, addressing a critical need within the system of care.
About this role
The HR Manager will be responsible for performing HR-related duties on a professional level and will work closely with management in supporting departments across the organization. The person in this role will be the primary caretaker of the data in our HR Information System and will work closely with our managers and Accounting Department to make sure our payroll and employee demographic data is accurate. This role also carries out responsibilities in all of the following functional areas: employee relations, recruitment and staffing, training and development, performance management, policy implementation, compliance with applicable laws, and HR administration.
Qualifications
Basic Qualifications:

Must be authorized to live and work in the U.S.
-
Must be 18 years of age or older.
-
5+ years of progressive HR experience.
-
Experience with an HR Information System required; experience with Paycom a plus.

Must have personal, reliable transportation to and from work sites and shifts.

Self-directed and able to work with minimal supervision.
-
Detailed oriented and highly organized.
-
Compliance with all company policies.
-
Must provide proof of COVID vaccination or willing to be vaccinated.

Prior experience with homeless or incarcerated populations is desired.

Proficiency in Microsoft Outlook, Word and Excel is required.

Preferred Qualifications:

Bachelor's degree.

Knowledge of Federal, state and local employment laws and regulations.

Excellent communication, interpersonal, and problem-solving skills.

Ability to handle sensitive and confidential information with discretion.

Proficiency in HRIS software and Microsoft Office Suite.
Essential Duties and Responsibilities:
Training and Development:
-
Identify training needs and develop training programs to enhance employee skills and competencies.
-
Facilitate training sessions on various topics, including employee orientation, compliance training, and professional development.

Evaluate the effectiveness of training programs and recommend improvements as needed.
HR Administration:
-
Maintain accurate and up-to-date employee records, including personnel files, HRIS data, and other relevant documentation.

Prepare and process HR-related documents, such as employment contracts, offer letters, and termination paperwork.

Assist with payroll processing, benefits administration, and other HR administrative tasks as needed.
Employee Relations and related processes:
-
Track and respond to or escalate employee inquiries to HR.

Respond to government agency notices regarding wage orders, unemployment claims, workers’ compensation, and the like.

Respond to Insurance carrier re workers’ compensation claims.

Working with Compliance, draft and implement new policies and HR processes.

Track employee training, vaccines, licenses, time off, and accruals.

Research market comps for all positions.

Maintain commuter benefit program.
HRIS System maintenance:

Maintain all HRIS data, administer changes in the system.

Work with Recruiter on new job and new candidate workflows.

Work with Chief of Staff to manage onboard and offboard processes.

Manage employee status and demographic changes for each payroll period.
