Job Description:
If you’re an experienced subcontract administrator, Parsons has an opportunity for you! We are currently seeking a motivated individual to serve as a Senior Subcontract Administrator, assembling lists of subcontractors, preparing requests for proposals, negotiating terms and conditions, and more. Help us ensure that the subcontractors we work with live up to our industry leading reputation!
What you will be doing:
Must possess the ability to perform independently and make sound decisions based on research of established procedures, FAR guidelines and sound business acumen.
Issue and negotiate non-disclosure and teaming agreements.
Maintains CPSR compliant subcontract files.
Manage full procurement life cycle – cradle-to-grave - of subcontract agreements which include contributing to the review of performance work statements/statements of work, solicitation (RFI, RFP) preparation, review and evaluation of proposals received, conducting negotiations IAW FAR Part 15, management subcontractor performance and conduct closeout actions.
Execute compliant subcontract awards commensurate with established Delegation of Authority (DOA) as well as understand and comply with the procedure for award execution above the established DOA, to include subcontract modifications.
Understanding of contractual actions as they relate to unsatisfactory subcontract performance, cure and show-cause notices, and terminations for convenience/default.
Preparation of packages for legal reviews, when required.
Provide advice and support to the internal (Parsons) program and technical teams.
Ensure compliance with company policies and practices while fostering Prime/Subcontractor relations.
Responsible for updating and maintaining multiple reports and tracking information within the subcontracts department.
Prepares reports and contractual correspondence for project management and client. Establishes and maintains accurate tracking records tailored to each subcontract.
What you will bring to the table:
5+ years of procurement experience
Thorough knowledge of government subcontract management principles, including but not limited to, solicitation of proposals, proposal analysis, award and administration of subcontracts, and closeout procedures associated with cradle to grave procurement responsibilities, Federal Acquisition Regulations (FAR) and supplemental acquisition regulations of government agencies and how they are applied to the subcontracting and procurement process.
Excellent writing & verbal communication skills, keen attention to detail, with an ability to identify errors.
Proficient in negotiation, awarding and managing various types of subcontracts (FFP, T&M, CPAF, IDIQ),
Strong analytical and organizational skills,
Preparation of subcontractor proposal packages,
Analysis and evaluation of subcontractor proposals, influenced selection and/or recommendation of subcontractors,
Conducting price analysis and use of cost evaluations for development of negotiation strategies, and preparation of compliant subcontract documentation packages,
Development and negotiation of modifications to subcontracts,
Ability to work within a dynamic environment with varying seniority levels, including internal staff and managers, as well as external partners,
Proficient with MS Office, Excel, Word and Power Point; working knowledge of Cost Point is a plus,
Must possess knowledge of the CPSR compliance process.
Bachelor’s degree in the area of Supply Chain Management, Business Administration, or other related areas would be sufficient
What Desired Skills You'll Bring:
Prior experience with Cost Point Procurement and or SAP is a plus
Knowledge of purchasing Labor Subcontracts for Technical Engineering, excellent communication skills, and demonstrated proficiency in utilizing Cost Point and or SAP is preferred

Salary Range:
$83,300.00 - $145,800.00
