Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education. We are seeking a Regional Campaigns Director (RCD) who will work in collaboration with state and local Planned Parenthood affiliates and advocacy and political organizations (collectively, “local PP organizations”) to build the Planned Parenthood movement and grassroots strength in order to help increase healthcare access for all people. This job reports to the Senior Director of Campaign Strategy in the Campaigns department of PPFA and the Action Fund. The Campaigns department provides support to local PP organizations, cross-divisional campaign alignment and implementation, and internal coordination in building long term organizing power to protect and expand access to sexual and reproductive health care (SRH) and ensure that those most impacted by policy decisions have a say in those decisions.

Purpose:
The Regional Campaign Director (RCD) works with our colleagues at local PP organizations to advance a shared agenda and run campaigns to achieve policy and advocacy goals. On behalf of the Action Fund and/or the independent expenditure committee Planned Parenthood Votes (PP Votes), the RCD adapts campaign models for specific state and local PP advocacy and political organizations to build political power and win electoral campaigns. They work with internal and external partners, and collaborate with colleagues nationally as well as local PP organizations.

The RCD develops and optimizes campaign plans in a portfolio of states. Campaigns within the RCD’s designated region combat attacks on Planned Parenthood from state legislatures and opposition at the national level while working to expand and build political power. Working across departments within national office leadership, the RCD builds relationships, identifies strategic opportunities for growth and advocacy, and serves as a high-level strategic consultant and expert for issue, advocacy, and political organizing to local PP organizations within their region. As PPFA and the Action Fund pursue a targeted campaign to defeat federal attacks on sexual and reproductive health and rights, the RCD coordinates joint responses with Planned Parenthood affiliates. 

Our overarching goal is to create the conditions for change in states where access to care is under threat, expand or fortify care in access states, and use the power of supportive allies and the 19 million Planned Parenthood supporters to defend access to sexual and reproductive health care nationally.

Engagement:
● Persuades affiliate and local PP organizations in building, adapting, and managing proactive and defensive campaigns
Works with affiliates to create new centers of state power and influence, maximizing catalyzing moments to drive a defiant message and fight national attacks
Leads collaboration between local PP organizations and PPFA departments to build capacity of local PP organizations to develop and conduct multi-year campaigns to influence state and federal policy goals
Adapts national office resources (technical assistance, training, coaching, grant support) for local, state, and regional use and influence
Conducts strategic planning with local PP organizations to create conditions that would support an expanded Planned Parenthood health care footprint, ambitious goals for supporter growth, public policy accomplishments
On behalf of the Action Fund and/or PP Votes, conducts strategic planning with the state and local PP advocacy and political organizations and supports their efforts to secure electoral victories for champions of sexual and reproductive health
Provides direct legislative, organizing, advocacy, judicial, and other campaign support and management, rapid response assistance and crisis management to local PP organizations as appropriate and legally compliant
Works as a team player in a high-pressure work environment
Contributes to national and affiliate development of comprehensive organizing strategies & long term planning
Persuades internal and external stakeholders towards project completion, fostering collaboration and resolving conflict, and debriefing and evaluating each campaign following conclusion
Serves as the “Owner” for cross divisional special projects assigned as needed
Works with the Campaigns and Elections team to identify and adapt to meet the needs of affiliate public affairs
Works with local PP organizations/partner organizations to identify shared goals, develop written plans, and secure agreement to identify deliverables
Ensures the successful implementation of the strategic plan by: providing campaign and organizing expertise and technical support; providing skills training and management; providing on the ground assistance and implementing the plan directly, if called upon; and connecting the local PP organizations to appropriate national office resources
 
Delivery:
Serves as lead strategist and ensure the successful implementation of strategies in the states to which they are assigned
Coordinates affiliates to take action 
Serves as a critical link between PPFA and local PP organizations to leverage national resources for local public affairs efforts and keeps the national organization engaged on local public affairs priorities, needs and activities
Maintains current and accurate files, tracks affiliate activity to provide regular reports, and monitors work-related financial expenditures
Understands local PP organization/partner organizational capacity, assesses resource needs, and recommends campaign and capacity grant needs
Adapts national days of action and organizing moments for affiliates based on state environment and affiliate operational and political interests
Defines campaign goals, works directly with affiliates as assigned to implement campaign plans, and writes campaign plans as needed
Helps define and respond to catalyzing moments, identifying set pieces and plans with states for responding to moments of inflection
Works across teams to nationalize state campaigns, helping set national goals for state responses to national defunding threats, including goals for how to engage or persuade national targets
Guides strategies to bolster actions in states with pro-SRH elected leadership and coordinate joint responses with Planned Parenthood affiliates
Helps maximize catalyzing moments, such as state legislation or stories of impact, to drive a defiant message nationally
Deftly manages complicated national and state workstreams and affiliate dynamics
Coordinates people and resources, manages expectations, and oversees tasks
Tracks progress, measures performance, and adapts project plans if needed
Builds toolkits, templates, workbooks, and other resources for use by affiliates and their advocacy and political organizations
Builds the capacity of affiliates to create meaningful organizing programs to defend reproductive health care
Other duties as assigned

Knowledge, Skills, and Abilities (KSAs):
At least 7 years of related advocacy and electoral campaign experience in organizing and management is required.
At least 3 years experience as a regional/multi-state campaign manager or director (or comparable) with demonstrated proficiency in project management of legislative, electoral, organizing, and other public affairs campaigns is required.
Impeccable organization and strong familiarity with project management software tools, methodologies, and best practices, including the MOCHA(R) framework for defining clear roles and responsibilities on projects
Excellent diplomatic judgment, strong interpersonal skills, and adept in managing conflict and crisis creatively and keeping teams moving towards results
Required track record of creating and maintaining strong work relationships with a diverse set of colleagues.
Must be able to motivate and lead teammates and colleagues who are not direct reports and across divisions and geographies
Unimpeachable judgment, professional integrity, and ambition to effectively represent and promote Campaigns team work
Strong communicator who can show progress towards goals to varying audiences and through various channels
Ability to identify priorities, work independently and develop systems for addressing issues or requests
Applies a strong race equity lens and experience in project management design, decision, analysis, and engagement
Able to work extended hours as needed
Passionate about the mission of Planned Parenthood and the role of health provision and advocacy
Working knowledge of voter databases (specifically VAN) is preferred.
Self-starter with a high level of creative initiative
Ability to incorporate resilience best practices into project plans.

Travel: 50-75% domestic travel as needed to various states, as well as attending national meetings/conferences as applicable
