We have an exciting opportunity for a Manager, Global Trade who will manage export/import licensing and compliance activities within Raytheon’s Naval Power (NP) business. The successful candidate will be expected to lead a team in managing export/import licensing and compliance activities. This position operates in a high-energy, fast-paced environment, fostering relationships with internal customers and collaborating with multiple business functions to achieve success.

This position will also be responsible for contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics as well as collaborate closely with functional partners across the organization and championing compliant business practices in the intricate landscape of export and import regulations.

What You Will Do

  • Serve as Empowered Official.
  • Supervise a team of Global Trade professionals, providing support, guidance, and career growth/development.
  • Develop export/import licensing plans and provide guidance for licensing strategy and program planning.
  • Act as Subject Matter Expert (SME) in ITAR and EAR export authorizations requirements and drafting, preparing, submitting, tracking, obtaining and managing from the U.S. government, all necessary export and import licenses, permits, and certifications – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export/import license authorization types by:
  • Working closely with internal customers and business partners to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services.
  • Collaborating on commodity jurisdiction, classification and advisory opinion requests, and investigation and disclosure processes.
  • Ensuring review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal.
  • Obtaining signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable.
  • Providing status updates to the programs/stakeholders for awareness.
  • Reviewing approvals to ensure execution and deliverables are considered.
  • Managing day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses.
  • Monitoring authorizations for any changes effecting the authorizations and taking action upon knowledge of the change.
  • Assuring regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions.
  • Provide day-to-day guidance, training and support to program personnel on export licensing and compliance needs (e.g., releasability, etc.). Interpret and explain export compliance requirements such as license/TAA provisos, export regulations, and Raytheon export policies and procedures.
  • Contributing to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Assisting in identifying and reporting of compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems.
  • Supporting management in investigating and resolving compliance matters, audits and investigations.
  • Contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics.

Qualifications You Must Have

  • Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Experience in drafting and submitting Department of State and Department of Commerce license and agreement applications and other authorization requests
  • Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Currently designated as an Empowered Official / or seeking EO responsibilities
  • Experience directly supervising Global Trade teams
  • Experience with Global Trade systems such as RGEMS and/or SAP systems
  • Experience in leadership positions or similar associated with developing strategic business acumen
  • Self-starter with demonstrated ability to develop effective networks with internal customers and ability to collaborate with multiple business functions for success
  • Strong time management, prioritization, analytical and organizational skills to meet deadlines and achieve desired results
  • Ability to work collaboratively and communicate effectively with all levels of internal and external stakeholders

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
