Consultancy Description
Are you an experienced Reporting Specialist looking for dynamic and flexible project opportunities? RMTeam International, an international consultancy company working with major development and humanitarian actors, is seeking qualified freelance Environmental, Health, Safety and Safeguards Specialist who are interested in being part of a pool to support high-quality TPM services across various sectors in the Middle East and North Africa (MENA).

Consultancy Type: Short-Term Assignments/Deliverables-Based Contracts (a certain number of days per month based on specific task assignments)
Location: Iraq (Sinjar or Baaj are preferred, remote within Iraq is also an option)
Roles and Responsibilities:
As part of our consultancy, you may be engaged for specific assignments involving:
• Draft the monthly, quarterly, and completion reports, ensuring that all deliverables are of high-quality and comply with the client requirements.
• Ensure that the quarterly reports include a comprehensive overview of the TPM assignments, including recommendations for improving subproject oversight and a summary of identified and reported red flags and irregularities, including follow-up of site visit findings and corrective actions. The quarterly report will be submitted to the client within 15 days of the end of the reporting period.
• Ensure that the completion report provides a candid assessment of the project, including lessons learned and recommendations for improving future projects. The report will be submitted to the client within 30 days of the completion of the TPM assignment.
• Play a role in managing this TPM project by offering assistance to the Team Leader and the rest of the monitoring team.
• Assist in desk review of the project documents, technical designs, and other guidelines to articulate a comprehensive understanding of the project details and reflect that on the monitoring and verification consultations and team management
• Participate in organizing team meetings and effectively participate in the M&V discussions and preparations
• Contribute to drafting the data collection tools (checklists, verification reports, surveys…etc.). In addition to piloting and refining the tools to ensure optimum quality deliverables
• Effectively use the two adopted communication channels:
o Internal channel with the monitoring team, including the site monitoring engineers, to instantly receive any issues/discrepancies from the field with photos/videos supporting them
o External channel with the client: after fully understanding the issues/flags, report the issues/discrepancies to the client in clear statements, using best engineering practices and suggesting relevant and practical recommendations for the corrective measures.
• Assist in the revision of the Daily Verification Reports produced by the site monitoring engineers and share them with the client (in consultation with the Team Leader).
• Contribute to the planning of the Monitoring and Verification tasks based on learnings and observations made during the reporting cycles.
• Participate in any other duty/task assigned by the Team Leader that contributes to the success of this TPM exercise.
Requirements
• Degree in Civil Engineering, Construction, Water Engineering, Environment, or related field.
• Exceptional report writing abilities especially in the Shelter and WASH humanitarian implementation. This includes producing high-quality reports, executive summaries, conclusions, and recommendations.
• Native level or near-native written English and Arabic language skills
• Strong technical understanding of TPM methodologies, concepts, and processes in the Shelter, WASH and Protection sectors, with a long strong experience in humanitarian assistance
• In-depth understanding of the Iraq context (especially Shelter and WASH implementation in Ninewa governorate)
• High level of proficiency in relevant computer programs and software (e.g. Microsoft Excel, managing data on cloud systems)
• Proven experience in teamwork and positive contributions to problem-solving, suggestions, and recommendations
• Highly developed interpersonal and communication skills
• Solid understanding of cross-cutting issues (e.g. protection, social safeguarding, gender, safety, conflict sensitivity etc.)
• Ability to meet deadlines within agreed-upon timeframes
• Experience working with TPM, M&E/research firm (desired)
• Experience with remote management with the ability to conduct in-person field inspection visits
