PURPOSE: This position is responsible for providing timely, sophisticated, and detailed analyses and support on policy issues relevant to SEIU's Strategic Initiatives Department and Government Relations Department. The position works under the direction of the Assistant Policy Director and Policy Director in Strategic Initiatives to 1) develop and advance public policies that support the IU’s strategic priorities at the federal, state, and local levels, 2) provide policy support and technical assistance to SEIU Locals and State Councils, 3) execute cross-divisional and ad hoc projects as needed by the Director of Strategic Initiatives.  

PRIMARY RESPONSIBILITIES: The Senior Field Policy Specialist performs a wide range of duties as assigned by the Policy Director. The examples below provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed.

  • Develop public policy positions and materials that advance the IU’s strategic priorities and issue areas;
  • Monitor policy ecosystems and provide briefings and tactical suggestions;
  • Review legislative and executive proposals and actions for their impacts on the membership;
  • Cultivate expertise in policy areas of broad relevance to SEIU and the labor movement;
  • Research and communicate policy information and positions internally and externally;
  • Provide SEIU Campaigners, Locals, and State Councils policy support and technical assistance;
  • Identifies opportunities to advance strategic priorities;
  • Represents SEIU at coalition tables and in meetings with government agencies, elected officials, allied organizations, and other unions;
  • Develop written material, including correspondence, briefs, summaries, guides, analyses, talking points, testimony, public comments, policy memoranda, white papers, and more;
  • Perform other duties as required to support the department and its mission.

CONTACTS: Includes SEIU staff across the Strategic Initiatives, Government Relations, Politics, and Legal Department, local staff and state councils, coalition partners, and other individuals and organizations relevant to the successful execution of policy goals.

DIRECTION AND DECISION MAKING: The position reports to the Policy Director, Strategic Initiatives, and must be able to work independently. 

EDUCATION AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's degree in relevant fields such as public policy, sociology, political science, and industrial or labor relations, and at least five years of work experience in labor, public policy, or worker/economic/racial justice advocacy. Or any combination of education and experience that would provide for the following knowledge, skills and abilities:

  • Ability to handle multiple projects simultaneously, prioritize appropriately and meet deadlines;
  • Excellent writing, editing, and speaking skills;
  • Expertise in policy areas relevant to workforces represented by SEIU;
  • Willingness to tackle unfamiliar policy issues and quickly get up to speed;
  • Ability to accurately analyze the impact of policy and political issues on SEIU members and SEIU's ability to organize and represent workers;
  • Proactive and tactful communication with co-workers and supervisors;
  • Ability to execute complex projects with a high degree of independence;
  • Ability to facilitate meetings and communicate effectively in groups;
  • A high degree of professionalism in conduct and work product;
  • Ability to create strong working relationships with colleagues, local staff and coalition partners;
  • Keen political judgment and insight;
  • Knowledge of labor unions and their operations;
  • Knowledge of policy and organizing campaigns;
  • Knowledge of legislative and regulatory processes and how to track them;
  • Ability to pivot quickly as needs arise and change;
  • Ability to conduct formal research, analyze data, and make sound, logical conclusions.
  • Organized and systematic in keeping track of information, resources, and files;
  • Skilled in the use of personal computers and digital resources, including spreadsheet and presentation software, databases, and online information sources.

 

PHYSICAL REQUIREMENTS: Work is generally performed in an office setting. Long and extended work hours and extensive travel required.

TESTING REQUIREMENTS: Writing sample required.

PROBATIONARY PERIOD: Twelve (12) months.
