What You Will Be Doing:
The Operational Project Analyst supports the business and programmatic activities within the Operations department. This position involves providing analytical and project management support for business and program planning, implementation, and operational improvement. The Operational Project Analyst utilizes Enterprise Analytics tools, data warehouse resources, and other information systems aligned with the overall strategic objectives of The Health Plan.

Essential Functions:
- Assist in Planning Processes: Assist in facilitating short-term and long-term project and program planning.
- Project Management & Analysis: Provide comprehensive support for business and operational planning, including the preparation of pro-formas and plan documentation.
- Stakeholder Coordination: Engage with relevant customers and stakeholders to ensure alignment and integration of projects and programs.
- Information & Analysis: Develop and present ad-hoc analyses and information to support management decision-making.
- Opportunity Evaluation: Assess business opportunities and collaborative relationships to advance departmental goals.
- Guidance & Tools: Assist with risk assessment and performance measurement to ensure effective planning and prioritization.
- Project Tracking: Track and oversee the progress of tasks, ensuring timely communication and coordination among stakeholders.
- Assist in Quality Improvement Initiatives: Support continuous quality improvement efforts across operations.
- Advanced Analytics: Perform advanced analytics to monitor trends and report findings, identifying opportunities for operational enhancements.
- Performance Monitoring: Collect operational and benchmarking data, set improvement targets, and track the performance of new programs.
- Root Cause Analysis: Conduct root cause analyses to understand program performance and identify improvement opportunities.
- Benchmarking & Research: Support operational improvement through benchmarking programs, member queries, and research studies.
- Meeting Coordination: Schedule and coordinate meetings, including preparing agendas, taking notes, and distributing minutes.
- Document Management: Archive documents and maintain accurate records for easy access and reference.
What You Bring:
Knowledge, Skills, Abilities and Competencies
Required
- In-depth understanding of departmental, operational, and clinical processes.
- Strong data modeling, project management, and time management skills.
- Proficiency in software tools such as Microsoft 365, Visio, and process improvement methodologies.
- Experience with Enterprise Analytics tools and data warehouse systems.
- Ability to monitor transparency, federal and state legislation, and implement necessary policy changes.
- Capable of identifying and resolving problems independently, with minimal supervision.
- Excellent communication skills for interacting with internal and external stakeholders at all levels.
- Experience with ADOS (Analytical Data Operations System) is a plus.
What You Have:
Education and Experience
Required
- At least one year of healthcare experience.
- Experience with Medi-Cal projects and programs.
Preferred:
- Bachelor's degree in business, healthcare administration, or a related field.
