Job description

Summary:

The National Field Response (NFR) team takes the ASPCA's commitment to animals to the very doorsteps where help is needed. The team travels from coast to coast responding to requests from law enforcement and animal welfare professionals with the primary goal of removing animals from crisis situations created by natural disasters, animal abuse, hoarding or neglect.

Under the leadership of the Manager, Responder Resource Unit, the Coordinator, Responder Resource Unit will assist with the planning and administration of the Resource Unit process for ASPCA national deployments. The person in this role will also work closely with members of the Program Operations and Planning and Response branches of the NFR team, to provide deployment support. The Coordinator, Responder Resource Unit will be required to show professionalism, discretion, and leadership in a variety of situations. The work of the NFR team is ever changing and it is critical that the person in this role be able to pivot quickly and exhibit a high level of flexibility. This position will be based in a remote office and respond 2-3 times per year to provide on the ground support for field operations during natural and man-made disasters.

This remote-based position (which requires travel, as described below) is open to all candidates based within the United States. Also, the schedule is Tuesday-Saturday and requires on-call 2 nights/weekly.  Due to the nature of the work, this position requires flexibility in scheduling, including occasional evenings, weekends, and holidays as needed.

Responsibilities:

Responsibilities will include, but are not limited to:

Remote Deployment Support (70%)

  • Provide support on the planning for National Field Response cruelty and natural disaster field operations and assist with the Resource Unit functions including general administrative duties.
  • Serve as a point of contact for responders deploying with the National Response Team providing a high level of customer service and support.
  • Provide centralized coordination of incoming and outgoing personnel to NFR operations including flights, lodging, roles, ground transportation and diet.
  • Draft resource unit communications for responders before, during, and after deployments. Communications include, but are not limited to, activations, final details, airport transportation emails, daily ground transportation plans, and daily leadership emails.
  •  Assist with managing deployment-related communications with staff, volunteer, and partner responders in a shared inbox management system.
  • Identify lodging and transportation vendors to support field operations. Negotiate rates and terms. Coordinate responder scheduling information with vendors to ensure needs are met.
  • Provide backup coverage for booking individual flights, car rentals and/or lodging when our travel agent is unavailable.
  • Assist with tracking statistics on responder and operational hours for all operations.
  • Provide daily updates for command notes, summaries, narrative statements and analyses of events, after action reports, and team debriefs.
  • Implement current best practices and protocols used to increase and enhance our resource unit capabilities.
  • Work with the Manager, Responder Resource Unit to problem solve resource unit logistical issues as they occur, such as complex ground transportation plans or unique lodging arrangements. Although the primary function of this role is Resource Unit, 2-3 deployments per year will be required to ensure alignment with and understanding of the National Field Response Team’s work.
  • Provide on the ground support for NFR deployments; deployment roles may include, but are not limited to, responder liaison, resources, daily care, food distribution, logistics, and transport.
  • Crosstrain with members of the Planning & Response branch to provide backup for additional functions including, but not limited to, scheduling, responder waivers, planning and new responder application management.
  • Complete large expense reports on a monthly basis with anywhere from 30-100 charges.

Training & Administration (20%)

  • Develop and implement a professional development plan through the annual goal setting process maintaining high standards to ensure goals are met or exceeded within timeline requirements.
  • Represent the ASPCA at professional meetings, conferences, and trainings; actively market ASPCA response resources and capabilities.
  • Participate in strategic trainings, workshops, and webinars to advance knowledge of large-scale operations, field response topics and other relevant topics for professional development.
  • Assist with the development and maintenance of Standard Operating Procedures (SOPs) to increase Resource Unit efficiency and effectiveness.
  • Create and maintain individual monthly reports and metrics.
  • Support all other administrative activities and special projects as identified by the Manager, Responder Resource Unit.
  • Cross train with the Manager, Program Operations to provide backup for other key functions of the Program Operations branch.

Responder Program Support (10%)

  • Cultivate positive and productive relationships with staff and responders serving as a representative of NFR’s Response Program, providing timely and quality customer service.
  • Assist with ensuring all responder documentation and credentials are managed, updated, and organized in the electronic database.
  • Become intimately familiar with protocols and infrastructures to ensure protocols are communicated and implemented with responder pools.
  • Appropriately elevate responder personnel issues, incidents, and safety concerns to the appropriate parties.
  • Support NFR staff and responders by providing guidance on responder collaboration best practices

Qualifications:

  • Exceptional written and verbal communication skills
  • Strong computer skills including advanced proficiency in Microsoft Office including Word, Excel, PowerPoint, and Outlook
  • Excellent communication and interpersonal skills
  • Ability to build collaborative relationships and work collaboratively with internal and external partners
  • Ability to prepare concise written reports, policies and procedures
  • Ability to quickly pick up new relevant technology and database systems
  • Strong organizational skills with excellent attention to detail
  • High levels of patience, flexibility and professionalism, particularly while under pressure
  • Proven ability to work independently; self-motivated and team-oriented
  • Ability to manage sensitive information with professionalism and confidentiality and show discretion and leadership in a variety of situations.
  • Must be able to travel with minimal notice for a minimum of 7 days at a time, as needed, including weekends and holidays approximately 2-3 times per year for deployment, as well as 1 – 2 times per year for planned annual team meetings and trainings (up 15% travel required)
  • Must be able to work flexible hours, long days and weekends as needed due to the unpredictable nature of disaster and field work including weekends, evenings and holidays
  • Knowledge of animal welfare and large-scale response issues a plus.
  • Ability to assimilate and teach the principles of emergency field response management, Incident Command System (ICS) and the National Management System (NIMS)

Additional Information:

  • Work may be performed in an environment with regular exposure to high noise levels, chemical cleaning agents, animal dander and wet floors
  • Work may involve exposure to the elements which including but not limited to: working in extreme temperatures (hot and cold) for long periods of time, exposure to potentially fractious animals (including the risk of animal bites and scratches) and exposure to zoonotic diseases (which can be transferred from animals to people.)

Compensation and Benefits:

The applicable target hiring range for this remote role is based on where the employee works, which for remote roles is the employee’s primary location of residence, and its respective cost of labor. We have organized the U.S. varying costs of labor index into three geographic zones. As a point of reference, below, we have included our ASPCA locations by geographic zone to illustrate what the hiring range would be in each of the following areas. 

Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and staff compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.  

  • Zone 1: $23.07-$24.25 hourly
  • Zone 2: $25.45-$26.76 hourly
  • Zone 3: $28.00- $29.44 hourly
