Job description

Position Overview

The OSPE Relocation Project Manager is responsible for managing all aspects of OSP engineering relocations, including forced relocations, developer relocations, and reimbursable relocations. This includes conflict resolution, permitting, redlining, and preliminary As-Built drawing approvals. This role ensures that all engineering components are in place before projects are assigned to FSM Construction. The OSPE Relocation PM will work closely with internal teams, 3GIS, Mapping & Records, and external agencies to ensure efficient and timely project execution. Additional responsibilities include cost estimation, lateral construction engineering, and network design planning. The OSPE Relocation PM is also responsible for identifying every and all alternative routes and solutions before a relocation is deemed necessary.

Essential Job Functions

  • Management of all engineering, permitting, and relocation activities, including forced relocations, developer relocations, and reimbursable relocations.
  • Identify every and all alternative routes and solutions before a relocation is deemed necessary.
  • Coordinate with customers to conduct site surveys and ensure service delivery.
  • Oversee cost control, estimating, preliminary engineering, production tracking/reporting using Site Tracker, 3GIS, and other tools.
  • Identify design flaws and work with design teams to implement solutions.
  • Read and interpret digital GIS maps, conduit records, and layout drawings.
  • Apply knowledge of OSP construction techniques to relocation projects.
  • Liaise with state and local permitting agencies, DOTs, and other regulatory bodies.

Requirements

  • BS Engineering related field or Construction Management or related experience
  • Strong interpersonal, organizational and communication skills
  • Proficient with PCs and Microsoft Office Applications (Word, Excel, Project, etc.), Site Tracker, Google Earth, 3GIS and other mapping software 
  • Current valid driver’s license

Other Skills/Abilities

  • Ability to understand mapping programs and key identifiers in a fiber optic network, read and utilize GPS units and record network positioning.
  • Knowledge of “Call Before You Dig” rules and regulations as they apply to a network utility provider.
  • Knowledge of OSHA safety rules and regulations as they apply to locating and providing repair and maintenance within a fiber optic network.

Physical Requirements

  • Must be able to sit, stand, walk, stoop, kneel and reach.
  • Must be able to drive a motor vehicle.
  • Must be able to speak, write, read, and understand English.
  • Must have visual acuity.
  • Must be able to lift 0-25 pounds.
