About the Canadian Housing Affordability Partnership
The Canadian Housing Affordability Partnership or CHAP exists to support the sustainability of community housing along transit lines, thereby interrupting the deterioration of the supply of affordable housing.
CHAP supports proactive planning, coordinated zoning changes, and active cooperation among governments, community housing providers, developers, philanthropic institutions, housing advocates and investors to create inclusive and equitable outcomes in transit-oriented developments.
About the role
We are seeking a strategic and entrepreneurial leader to spearhead the launch of the Canadian Housing Affordability Partnership (CHAP) including the piloting of a Transit-Oriented Affordable Housing Fund (TOAH Fund) in Hamilton. This role will help demonstrate, shape and implement innovative financing and policy solutions that drive systemic change in affordable housing development across Canada.
Key responsibilities:
- Program Development: Oversee the launch and execution of the Canadian Housing Affordability Partnership (CHAP) initiative, fostering collaborations between governments, market and non-market developers, and community organizations.
- Fund Management & Investment Strategy: Lead the development and piloting of the TOAH Fund in Hamilton, working with financial institutions, impact investors, and public-sector partners to implement and scale the Hamilton Transit-Oriented Affordable Housing (TOAH) Fund.
- Policy & Advocacy: Engage with policymakers at municipal, provincial, and federal levels to advance and scale the TOAH Fund in Hamilton and beyond.
- Stakeholder Engagement & Partnerships: Demonstrate the CHAP model to interested stakeholders in municipalities across Canada. Cultivate and maintain relationships with key local stakeholders including community housing developers and providers, financial institutions, philanthropic funders and advocacy groups.
- Knowledge Mobilization & Capacity Building: Develop and share insights and resources focusing on transit-oriented development, including case studies and best practices on transit-oriented housing affordability and innovative finance approaches through diverse platforms and channels.
- Support the development of a sustainability plan for CHAP: Scope and oversee the drafting of a comprehensive business plan, outlining the organization’s future direction and financial strategy.
Qualifications & Experience:
- 10+ years of experience in housing policy, social finance, urban planning, impact investing, or a related field.
- Deep understanding of affordable housing development, financing structures, and transit-oriented development models.
- Proven track record in building and managing multi-stakeholder partnerships.
- Experience in fund design, impact investing, or social finance models is highly desirable.
- Policy advocacy experience and familiarity with the Canadian housing policy landscape.
- Exceptional project management and leadership skills, with an ability to execute complex initiatives from concept to implementation.
- Excellent communication, facilitation, and stakeholder engagement abilities.
- Passion for social innovation and systems change approaches to housing affordability.
