The Chief Operating Officer will be responsible for operational adherence and improvements tied to Idaho Medicaid state and Medicare federal contracts. Supports short and long term operational/strategic business activities - by developing, enhancing and maintaining operational information and models. Develops and implements effective/strategic business solutions through research and analysis of data and business processes. Manages multiple teams supporting various areas of responsibility and serve as dotted line reporting for matrix partners such as claims, call center, and configurations.
This is a fast-paced working environment that requires the ability to multitask with attention to detail and excellent organizational skills.

Primary Responsibilities
Monitor all areas of operational metrics to ensure zero misses, no fines or liquidated damages
Develop proactive monitoring processes and reports to communicate risks
Work with matrix partners to implement improvement plans, innovations, and action plans required by state or business requirements
Develop and manage business plans to achieve objectives as dictated by contractual requirement or business goals
Understanding financial impact of operational changes - determine appropriate next steps for changes and working with finance to plan accordingly
Attend assigned state meetings with IDHW to identify changes with operational impact - engage appropriate teams to drive proactive solutions for challenges or implement required changes
Serve as operational lead with state - attend state workgroups, representing UnitedHealthcare’s interests in proposed bill or contract changes
Work with finance and other departments to understand downstream impacts of proposed changes
Manage reporting needs of the health plan including data interface with the data, reporting analysts for ad-hoc and critical reporting, and appropriate leverage of business intelligence to support needs and goals of reporting
Develop proactive reporting approach with no errors, improved quality of data, and meaningful analysis
Identify opportunities, develop plans, and drive solutions to ensure we meet the requirements of our contracts, and the improvement of member lives
Lead our health plan communication strategy related to quarterly business reviews, business planning, operational oversight, and other assigned areas of cross-functional responsibility. Develop presentations, tracking mechanisms, and communications to ensure goals are achieved and executives are informed of opportunities, risks, successes, and plans
Manage a team of staff responsible for enrollment services, data analysis, claims / encounters and related activities

Required Qualifications
5+ years of experience working in managed care healthcare
5+ years of management experience for complex, cross-functional teams that may be direct / non direct reports
3+ years of experience working with healthcare systems
2+ years of experience working with healthcare reporting and analytics
Experience creating and facilitating presentations with small and large groups, as well as professional IT
Experience with claims adjudication processes, system configuration
Direct experience with Managed Medicaid and Medicare, specifically involving operational and technical areas of focus, such as claims, call centers, payment integrity, system configuration, and finance
Experience with risk assessment
Proficiency in Microsoft Office Suite (Word, Excel, PPT)
Willingness and ability to travel up to 25% of the time for business
Preferred Qualifications
Resident of Idaho or willing to relocate upon hire
Direct experience with managed care healthcare, healthcare systems, and/or Medicaid and Medicare in Idaho
Proven organizational planning skills including realistic goal setting and achievements for multi-year plans
Proven successful relationship building skills, while improving processes and results
Proven solid interpersonal skills to work effectively with all levels and departments of the organization
Proven analytical thinking and positive problem resolutions - ability to look at changes and determine appropriate downstream impacts
Proven desire to lead and develop others, including direct and indirect reports
Proven excellent written and verbal communication skills

The salary range for this role is $124,500 to $239,400 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
