Reports To: Project Manager and Head of Programs
1- Project Monitoring and Evaluation
Develop M&E frameworks aligned with the client’s standards and guidelines.
Design and refine qualitative and quantitative tools (e.g., surveys, interview guides, and focus group discussion guides) suitable for monitoring client-funded projects.
Lead (prepare and train) a field team of monitors to conduct monitoring visits and ensure adherence to humanitarian principles such as "Do No Harm."
Monitor project activities and progress to ensure alignment with project objectives.
2- Field Coordination and Data Collection
Collaborate with field teams and enumerators to conduct ethical and context-sensitive data collection across the projects sites.
Provide on-the-ground support for capacity building of field teams, including training in M&E tools and developing sampling methodologies.
Ensure the safety and professionalism of enumerators, with a focus on gender balance and representation of marginalised groups.
3- Data Analysis and Reporting
Analyse qualitative and quantitative data to evaluate project performance, accountability, and outcomes.
Draft and finalise detailed TPM reports for the client, highlighting key findings, lessons learned, and actionable recommendations.
Prepare monthly, quarterly, and ad hoc reports to document progress and highlight lessons learned.
Present monitoring results to client stakeholders through presentations and data visualisation.
4- Stakeholder Collaboration and Feedback
Engage regularly with clients, field staff, and partner organisations to set project expectations and communicate findings.
Participate in project reviews, planning workshops, and multi-stakeholder meetings to enhance collaboration.
5- Capacity Strengthening
Assist in designing training sessions on M&E tools and methodologies.
Train field monitors and enumerators on client’s accountability frameworks, tools, and data collection best practices.
6- Project Coordination
Track project timelines and milestones to meet client reporting requirements.
Identify potential bottlenecks and propose solutions to ensure smooth TPM implementation.
Education:
Master’s degree in International Development, Social Sciences, or related fields preferred; a Bachelor’s degree with significant field experience in M&E is acceptable.
Experience:
At least 3 years’ experience in third-party monitoring, evaluation, or research in humanitarian settings, ideally with UN agencies or NGOs.
Demonstrated experience with organisations such as UN agencies, INGOs, or other is a strong advantage.
Skills:
Expertise in designing and implementing data collection tools and methodologies for multi-sectoral programmes (e.g., WASH, Health, Protection, and Education).
Proficiency in qualitative and quantitative data collection and analysis.
Proficiency in report writing and advanced English writing skills
Advanced knowledge of data analysis platforms such as SPSS and mobile-based data collection platforms like KoboCollect.
Strong interpersonal and stakeholder engagement skills.
Languages: Fluent in English; knowledge of Arabic is essential.
Other:
Familiarity with UN guidelines, humanitarian principles, and the Core Humanitarian Standard (CHS).
Ability to adapt to dynamic and potentially insecure operating environments.
