Position: Procurement Product Specialist
Location: REMOTE
Duration: 12+ Months and possibility of extension

Description:

Day-to-day Responsibilities:

Procurement Compliance and Regulation Management:
  • Interpret and apply knowledge of procurement regulations, including the Service Contract Labor Standards, Prompt Payment Act, progress payments, and first article test requirements.
  • Ensure solicitation packages include all necessary documentation to comply with procurement policies and contract provisions.
  • Monitor and assess contractor compliance with contract terms, conditions, and relevant regulations.
  • Regularly update and maintain procurement documents, regulations, and related manuals to ensure that processes are current and compliant.
  • Assist in identifying applicable laws, clauses, provisions, and regulations to guide procurement actions.
     
Procurement Documentation Management:
  • Assemble and accurately enter contract data into procurement management systems.
  • Review and process requisitions, contracts, orders, modifications, and other procurement documents to ensure completeness and compliance.
  • Maintain and update vendor mailing lists within the procurement system.
  • Verify procurement documents for proper signatures, accounting codes, item descriptions, and pricing before finalizing.
  • Close out procurement documents and records, ensuring that all necessary supporting documentation is included and accurately filed.
     
Delivery Management and Discrepancy Resolution:
  • Investigate discrepancies in shipments, payments, and procurement documentation, and work to resolve issues in a timely manner.
  • Collaborate with vendors to track the status of orders, expedite deliveries, and ensure contract modifications are processed efficiently.
  • Utilize automated and manual systems to trace requisition, contract, and order statuses and resolve any errors or conflicts.
  • Research and address procurement-related complaints by applying knowledge of inventory management, cataloging, and transportation.
     
Invoice Management:
  • Download and review vendor invoices for accuracy in relation to purchase orders, contracts, and modifications.
  • Ensure timely processing of invoices to maintain strong vendor relationships and accurate financial records.
     
Data Calls and Reporting:
  • Research and respond to procurement-related data calls promptly and accurately.
  • Prepare procurement management reports by consolidating data from various sources, providing insights into procurement activities, and tracking key performance metrics.
 
Skills and Competencies:
  • Strong understanding of procurement regulations, policies, and procedures.
  • Experience working with procurement management systems (both automated and manual).
  • Ability to apply detailed knowledge of contract clauses and procurement requirements to ensure compliance with regulations.
  • Excellent attention to detail and ability to manage procurement files and documentation efficiently.
  • Effective communication skills to liaise with vendors and internal teams, ensuring smooth procurement operations.
  • Analytical thinking to investigate discrepancies and recommend corrective actions.
  • Ability to prioritize multiple tasks and meet deadlines in a fast-paced environment.
     
Required Experience:
  • Minimum of 2 years of experience in procurement, preferably within a federal government contracting environment.
  • Healthcare clinical and/or business functional experience preferred.
  • Experience using MS Office 365 applications, including MS Teams, SharePoint, Excel, Word, PowerPoint, is highly preferred.
 
Other Requirements:
  • Ability to obtain and maintain a Public Trust security clearance.
 
Preferred Skills: 
  • The Procurement Product Specialist role requires expertise in procurement policies, laws, and procedures to support purchase transactions, resolve discrepancies, and ensure that all procurement documentation meets legal and procedural requirements.
  • The ideal candidate will be adept at navigating procurement systems and managing procurement files while ensuring adherence to contract terms and conditions.
 
Education and Certification:
  • Bachelor’s degree in Business Administration, Supply Chain Management, IT or a related field.
  • Certified Professional in Supply Management (CPSM) or similar certification is a plus
