Empowered by the First Nations Leadership Council and in partnership with the provincial and federal governments, the BC First Nations Justice Council ahs been entrusted with the mandate to transform the justice system to create better outcomes for Indigneous people through the implementation of the BC First Nations Justice Strategy.

Position Summary
Reporting to the Director of HR (Regional), the Recruitment Specialist is responsible for delivering all facets of recruiting success throughout the organization. This will be achieved through the development of recruiting plans, employing sourcing strategies and resources as well as developing new, creative recruiting ideas. The Recruitment Specialist plays a critical role in ensuring we are hiring the most qualified candidates by developing and implementing recruiting plans, networking, relationship building, association memberships, coordinating/implementing post-secondary recruiting initiatives, administrative duties, and recordkeeping.
The recruiter will be proactive in assessing business needs, and taking business trends into account when seeking out, prescreening, interviewing, and testing applicants to locate qualified employees for job openings. This position is required to maintain an extensive, up to date database of candidates available as needs arise.
The BCFNJC recruiter will have a grounded understanding of the diversity of Indigenous communities and cultures in what is now known as BC and will ensure the organization supports a workforce that is representative of clients seeking BCFNJC services.
This position will work under strategic Human Resources goals to support not only BCFNJC’s rapid growth, but also a sustainable, representative, and qualified workforce.
Job Duties and Responsibilities::
- Work closely and collaboratively with Human Resources staff, and BCFNJC leadership to promote work opportunities to qualified candidates.
- Develop sound knowledge of the BCFNJC Justice Strategy, Employee Handbook, and other operational guideline documents to best inform candidates.
- Provide guidance to managers on interview and selection of external candidates.
- Advise managers and employees on staffing policies and procedures.
- Develop, evaluate, and continuously improve recruitment practices and services.
- Advise management on organizing, preparing, and implementing recruiting and retention programs.
- Assist with the development of hiring tools.
- Maintain an inventory of qualified external applicants.
- Contact applicants to inform them of the status of their employment possibilities, consideration, and selection.
- Extend employment offers to applicants and authorize paperwork, assigning them to positions.
- Collect all required Background Check Authorization Forms, to conduct reference and background checks on applicants.
- Inform the development of culturally appropriate recruitment and marketing materials.
- Engage and build relationships with educational institutions, include Indigenous student services to attract students to BCFNJC’s opportunities.
- Recruit applicants for open positions, making public presentations regarding the organization and job opportunities; coordinating staff participation, set up, and work at job fairs.
- Project yearly recruitment expenditures for budgetary consideration and control.
- Create job descriptions.
- Lead the creation of a recruiting and interviewing plan for each open position.
- Efficiently and effectively fill open positions.
- Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
- Develop a pool of qualified candidates in advance of need.
- Utilize the Internet for recruitment, post positions to appropriate Internet sources.
- Use social and professional networking sites to identify and source candidates.
- Communicate with managers and employees regularly to establish rapport, measure morale, and source new candidate leads.
- Attend internal leadership meetings.
- Maintain regular contact with possible future candidates.
- Provide information on company, facilities, job opportunities and realistic job previews to potential applicants, as necessary.
- Conduct prescreening interviews.
- Offer and subsequently coordinate 2nd Interviews with Managers of programs when needed.
- Provide selected candidates with offers of employment (verbal and written), confirm employment, and schedule orientation.
- Prepare and compile administrative documents required before a new employee’s scheduled orientation.
- Coordinate all internal recruitment processes including job posting, transfers or promotion of selected employees ensuring all applicable standards in hiring are met.
- Assist in writing and forwarding rejection letters.
- Develop and execute recruiting plans.
- Perform other special projects and duties as assigned.
Position Qualifications
- HR Diploma or Business Degree with a Human Resources focus.
- A relevant diploma or undergraduate degree (A non-related degree and experience, in combination with a professional designation (e.g., CPHR), will be considered)
- 3-5 years of Human Resources experience.
- Experience recruiting in a legal services environment is an asset.
- Experience of interviewing and using selection tools
- Knowledge of First Nations history, current context, and processes of colonialism.
- Lived or living experience and/or cultural expertise or knowledge of Aboriginal Peoples, Nations, and Communities.
- Ability to travel throughout the province and to remote communities.
- Excellent interpersonal and communication skills.
- A clear criminal record check will be a condition of employment.
- Good training, coaching, and active listening skills are essential.
- Able to build and maintain lasting relationships with organization departments, external community partners, partner organizations, and employees.
- Knowledge of cost analysis, fiscal management, and budgeting techniques.
- Excellent in all MS Office (focus on Excel and Power Point)

Job Description: Recruitment Specialist
Reports to: Regional HR Director
Location: Any BCFNJC location, Remote, or Hybrid in BC
Benefits: Extended benefits package that includes health and dental, personal days, paid vacation, and RRSP/TFSA savings plans
Pay Range: $70,000- $85,000
Hours: One year full-time fixed term (mat leave coverage) (35hours / week); Mondays to Fridays
