Summary
As a Business Management Specialist, you will The incumbent serves as a business management specialist in the Service Delivery Branch (QRBDB) in the Center for Charge Card Management (QRBD), under the Professional Services and Human Capital (QR) portfolio.
Location of position: GSA-FAS-Professional Services and Human Capital Portfolio. This position is virtual/full-time telework

Duties
This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts.
- The business management specialist will actively assist the division director team leader with creating, maintaining, and administering partnership councils with GSA SmartPay customers and contractors. A major component of this job function is to educate diverse audiences on the mechanics and benefits of the GSA SmartPay program.
- Initiates discussions with his/her customer agencies and/or the bank contractors to promote and educate them on the GSA SmartPay program. Reports and documents findings, discussions, and recommended revisions of charge card policies, procedures, and regulations. Proposes corrective actions to be taken to the division director and monitors the effectiveness of the corrective actions.
- Interprets contract provisions for contractors and for officials of customer agencies and organizations and provides appropriate advice and guidance. Responds accurately and quickly to client requests for information on the GSA SmartPay program.
- The incumbent serves as a senior staff member responsible for gathering data, conducting analyses, performing marketing research, and implementing communication strategies to promote awareness and use of the GSA SmartPay program throughout the Federal Government.
- Develops, coordinates, and facilitates communication strategies for marketing initiatives. Plans, organizes, and conducts workshops, meetings, seminars, conferences and other outreach efforts with customer agencies, industry, and supervisory officials, to increase customer and contractor awareness of the GSA SmartPay program. Creates communication plans, promotional brochures, educational literature, slide shows and other publications

- Serve a one year probationary period, if required.
- Undergo and pass a background investigation (Tier 2 investigation level).

The GS-13 salary range starts at $105,383 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience directing, managing, or coordinating programs related to GSA SmartPay or commercial charge card programs; providing support, oversight and management of contracts in relation to the commercial charge card program; and executing strategic plans and business processes to align with program and agency goals and performance measures.
