We are looking for a Health Related Social Needs and Waiver (HRSN) Senior Policy Advisor for the Stakeholder Engagement Section of the Health Policy Office (HPO)!

The Stakeholder Engagement Section leads advising, planning, and facilitating engagements with HCPF’s many stakeholders. The Section newly houses a unit on health-related social needs policy and 1115 waiver administration for the Department. This unit coordinates across offices and with other agencies to lead the Department’s strategy on health-related social needs like housing and nutrition.

The Health Policy Office (HPO) is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. Staff within HPO are responsible for stakeholder relations, policy development and implementation, grant oversight, contract management and performance, program administration and overall Medicaid program performance. HPO plays an instrumental role in achieving HCPF's mission to improve access to cost-effective, quality health care services for Coloradans.

This position can work fully remotely from anywhere in the State of Colorado.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description Of Job

WHAT YOU'LL BE DOING AS HRSN SENIOR POLICY ADVISOR:

  • As Senior Authority, lead management and SMEs across HCPF, DOLA, CDHS, CDPHE, and other state departments for 1115 Comprehensive Waiver administration, implementation, and reporting purposes.
  • Direct work for the 1115 Comprehensive Waiver, run statewide by HCPF, to include the accompanying health-related social needs (HRSN) components and updates as required by State legislative direction on HRSN strategy.
  • Utilize strong knowledge to direct Department and interdepartmental strategies and plans on HRSNs and the 1115 Comprehensive Waiver.
  • Direct agency staff across state agencies to collect all necessary materials for federal 1115 waiver reporting.
  • Direct the development of a Medicaid HRSN strategic plan and vision for the state.
  • Support evaluation of 1115 waiver programs.
  • Convene stakeholders regularly to keep them informed and to solicit actionable feedback.
  • Work with the legislative and budget teams to ensure legislative and budgetary requirements and reporting are being met.
  • Represent the Department with Centers for Medicare and Medicaid Services (CMS) for purposes of 1115 waiver administration.
  • Lead procurement and contract management for vendors hired to support implementation, reporting, and evaluation of 1115 waiver projects.

Minimum Qualifications

There are two ways to qualify for this position:

Option 1

Experience Only:

Eight (8) total years of professional experience in government administration; project management; health care policy or program development, analysis, and implementation; or an occupational field closely related

Option 2

Education and Experience:

Bachelor's degree from an accredited institution in social sciences (ie sociology or psychology), the humanities (ie history, ethnic studies, or women and gender studies), public administration, or a field of study related to the work assignment

AND

Four (4) years of professional experience in government administration; project management; policy or program development, analysis, and implementation; or an occupational field closely related.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications

  • Previous relevant professional state experience.
  • Masters degree from an accredited institution in social sciences (ie sociology or psychology), the humanities (ie history, ethnic studies, or women and gender studies), public administration, or a field of study related to the work assignment.
  • Professional and/or personal experience
    • Applying for and/or administering Medicaid waivers.
    • Interpreting health-related social needs policy.
    • Collaborating with multiple state entities and the federal government.
    • Managing or administering a Medicaid-funded policy or program.
    • Creating strategic plans.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position funded through June 30, 2027 . Any employee will complete a Waiver of Retention Rights upon hire.
