Job Brief

Role will spearhead efforts to strengthen Pacific Island Countries (PICs) human and institutional capacity for effective Climate Finance management. This role entails leading strategic initiatives, policy development, and capacity-building activities.

The Climate Finance Management Lead (CFML) is a crucial position within the Pacific Islands Climate Finance Activity (PICFA), specifically designed to oversee and enhance the implementation of Objective 2: Improved Climate Finance Management. Reporting directly to Chief of Party (COP) and working closely with the Deputy Chief of Party (DCOP), Strategic Partnerships and Coordination Lead ( SPCL), the CFML will spearhead efforts to strengthen Pacific Island Countries (PIC) human and institutional capacity for effective CF management. This role entails leading strategic initiatives, policy development, and capacity-building activities to ensure PICs can access, manage, and mobilize climate finance efficiently and effectively.

Primary Responsibilities:

  • Strategic Leadership: Develop and implement a comprehensive strategy for climate finance management across PICs, ensuring alignment with PICFA’s overall goals and responsiveness to the unique needs of each country.
  • Capacity Building and Technical Assistance: Oversee the design and delivery of capacity-building programs and technical assistance for national governments and local institutions to enhance their capabilities in managing and mobilizing climate finance. Provide oversight for the delivery of enabling environment activities to catalyze climate finance investment.
  • Policy and Regulatory Support: Lead the development and refinement of policies, regulations, and frameworks that facilitate increased access to and management of climate finance, in close collaboration with local stakeholders and international partners .
  • Stakeholder Engagement: F oster strong relationships with government officials, financial institutions, regional bodies, and civil society organizations to support climate finance management objectives, ensuring inclusive participation and alignment with national priorities.
  • Team Leadership and Management: Provide guidance and leadership to a team of climate finance policy advisors, fostering an environment of innovation, collaboration, and professional growth.
  • Coordination with Cross-cutting Objectives: Work in tandem with the PICFA engagement team to integrate gender equality, disabilities, social inclusion, and learning objectives into CF management activities .
  • Monitoring, Evaluation, and Learning (MEL): Collaborate with the PICFA monitoring, evaluation, and learning team to develop indicators and monitor the impact of CF management interventions, contributing to the project’s adaptive management and learning framework.
  • Reporting and Communication: Provide regular updates to the Chief of Party and project stakeholders on progress, challenges, and opportunities related to climate finance management, ensuring transparency and accountability .


Education & Minimum Qualifications:

  • Education: Graduate degree in Public Administration, Public Financial Management, Finance, Economics, Development Studies, or a related field, with a focus on climate finance.
  • Language: Professional-level fluency in English; competency in at least one Pacific language is preferred
  • Climate Finance Expertise : Substantial experience in climate finance management, including knowledge of international funding mechanisms, financial modeling, and policy development, particularly within the context of the Pacific Islands or similar regions.
  • Capacity Building and Institutional Strengthening : Demonstrated ability to lead capacity-building and institutional strengthening efforts within Pacific Islands contexts, with a track record of enhancing local and national capabilities in financial management and finance mobilization.
  • Policy Development and Implementation : Proven experience in advising on, developing, and implementing public policies and frameworks that support effective climate finance management and mobilization.
  • Strategic and Analytical Thinking : Strong leadership, strategic planning, analytical, and critical thinking skills, with the ability to develop and implement comprehensive strategies for climate finance management.
  • Leadership and Team Management : Exceptional leadership qualities, including the ability to manage teams, inspire collaboration, and drive toward achieving complex objectives.
  • Communication and Stakeholder Engagement : Excellent communication skills, intercultural fluency, and stakeholder engagement abilities, capable of building consensus and fostering partnerships across diverse groups.
  • Adaptability and Problem-Solving : High degree of flexibility and problem-solving skills, with a knack for adapting strategies to meet evolving project needs and overcoming challenges.
  • Professionalism and Integrity: Ability to work in remote and disconnected environments while fostering professionalism, teamwork, and an excellent work ethic.
