We are seeking a highly motivated and experienced Global Expansion and Contingent Workforce Program Manager to join our dynamic team. They will build and manage our contingent workforce program in collaboration with key internal stakeholders such as Talent Acquisition, Legal, Finance, and Procurement. They will be responsible for developing policies, auditing, and managing our existing vendors, as well as facilitating our global expansion efforts. The ideal candidate will have a strong understanding of worker classification, experience working with PEOs and vendors, exceptional project management skills, and the ability to interpret and negotiate contracts effectively.
What you'll do:
Contingent Workforce Management
- Develop and implement a comprehensive contingent workforce program in partnership with internal teams
- Audit and manage relationships with existing vendors providing contingent worker support
- Ensure compliance with legal and regulatory requirements related to contingent workforce management
- Analyze and optimize the cost-effectiveness and efficiency of the contingent workforce program
Global Expansion
- Contribute to setting up new operational entities in international locations either through PEO partners or by establishing new corporate entities
- Collaborate with legal and finance teams to ensure compliance with international laws and financial regulations
- Coordinate with Talent Acquisition to facilitate the hiring process in new markets
- Manage cross-functional project teams to ensure successful execution of global expansion strategies
- Lead due diligence across People Operations, Legal, Finance and IT teams to understand risks, analyze options and make recommendations on new country entries
Policy Development and Implementation
- Work closely with internal stakeholders to build robust policies for contingent workforce and global operations partnering with HR Business Partners, Talent Acquisition, and hiring managers
- Ensure all policies are clearly communicated and adhered to within the organization
- Regularly review and update policies as needed to adapt to changing global standards and business needs
Vendor Management
- Evaluate and select vendors that align with the company’s strategic goals and compliance standards
- Interpret and negotiate contracts and manage ongoing vendor relationships to ensure high-quality service delivery
- Conduct regular performance reviews and audits to assess vendor effectiveness and compliance
What you'll need:
- Bachelor’s degree in Business Administration, Human Resources, or related field
- At least 5 years of proven experience in contingent workforce management and global business expansion
- Strong understanding of international business practices and legal/regulatory environments (including a robust understanding of worker classification)
- Excellent project management skills with the ability to lead and manage cross-functional teams
- Experience working with PEOs and managing global employment solutions
- Ability to interpret contracts
- Strong negotiation and vendor management skills
- Exceptional written and verbal communication skills and interpersonal skills

ServiceTitan is committed to fair and equitable compensation for all of our employees. We thoughtfully consider a wide range of factors when determining individual compensation. The expected salary range for this role for candidates residing in the United States is between $115,000 USD - $165,000 USD. Compensation for candidates residing outside the United States will vary by location and the specific salary range will be discussed during the hiring process. Actual compensation for an individual may vary depending on skills, performance over time, qualifications, experience, and location. In addition to the base salary, the total compensation package also includes an annual bonus, equity and a holistic suite of benefits.
