THIS IS A GLOBAL ROLE THAT CAN BE BASED OUT OF ANY COUNTRY WHERE CRS HAS REGISTRATION OR A PEO IN PLACE TO HIRE STAFF, PREFERABLE IN EAST AFRICA OR SIMILAR TIME ZONES. THIS IS A REMOTE TELECOMMUTER POSITION WITH EXTENSIVE TIME IN COUNTRY.
Job Summary
You will serve as the lead technical resource on health, safety and security (HSS) risks and crisis management within designated country programs, for the first year: Ethiopia. This position is the most senior HSS role in Ethiopia and will spend at least 50% of their time in the country. The Manager acts as the technical supervisor for health, safety and security staff within Ethiopia and serves as a core member of the country management team and field incident team. The Security Manager reports to the Senior Director of HSS with technical supervision by the Regional Safety and Security Advisor.
Responsibilities
Roles and Key Responsibilities (multiple country programs)
- Enhance engagement with and responsibility for dynamic context analysis, actor mapping and actor analysis
- Support negotiations planning from a risk management perspective, and support the development of operational approaches for new projects and new areas of activity, including stakeholder mapping and engagement approach
- Provide leadership on technical approaches to support acceptance skills and strategies and the effective measurement and consideration of acceptance within security risk assessments
- Engage with and monitor required or existing implementation activities
- Oversee and conduct assessments to evaluate operational risk in existing and new programs and propose engagement approach improvements to facilitate humanitarian access as part of the security risk assessment process
- Develop appropriate relationships with local authorities and other influential actors in CRS areas of operation and relevant surroundings
- Ensure regular contact with security officials of other humanitarian actors, UN agencies and other relevant organizations as appropriate and necessary to benefit the mission of CRS
- Collaborate with Programs decision makers to include adequate safety and security resources in all budgets and proposals.
- Contribute to the strategic discussions of the country management team by providing an analysis of the security, economic and political context of the country
- Identify contextual trends that may affect CRS operations in the country and provide appropriate advisory.
- Provide appropriate support to those involved in safety and security incidents in a sensitive and respectful manner, including when confidentiality is required. Guide staff in developing complete incident reports, following up as needed to ensure full detailed information is submitted on time.
- Certify that appropriate systems are in place to effectively disseminate security information, guidelines, and advisories to SMT, Country Program staff and visitors.
- Develop contingency plans that respond to different emergency scenarios that may affect the operational context.
- As part the country incident management team, provide technical support and participate in the critical incident management.
- Evaluate communications needs and recommend improvements. This consists of the functional aspect and the protocols for communication as well as the technological aspect to make sure that all equipment is working and in good condition
- Undertake or supervise security risk assessments of program areas and potential program areas as required and report findings, design necessary prevention and mitigation measures coupled with corresponding recommendations.
- Assess the effectiveness of individual procedures, as well as operational and physical security arrangements and make recommendations to further enhance their effectiveness.
- Develop CP critical incident management plan, conduct annual training to ensure the CIMT understand their roles as it pertains to management of critical incidents.
- Build the capacity of the CP security staff through identifying training needs, conducting regular training and coaching.
- Mentor and provide technical supervision to Country security manager, Security officers and Security focal points.
- Manage the development and implementation of all HSS related policies, procedures, maintaining a high standard in documents and operationalization of protocols as per the and Global minimum standards.Evaluate, review, and update the Hibernation Relocation and Evacuation procedures for CRS locations in the country
- Develop and update Country level briefing documents for visitors and new CRS staff
- Ensure the residential safety and security checklist and related requirements are completed and documented for all CRS related residential facilities
- Ensure the facilities safety and security requirements are completed and documented for all CRS related facilities in the country
- Develop and maintain the country safety and security training plan and track compliance of the mandatory trainings including APST and Safe and sound training.
- Provide training and capacity-building support to CRS local partners to enhance their health, safety and security protocols.
Qualifications
QUALIFICATIONS
- University degree or equivalent work experience
- 7 years of experience in safety and security management involving the implementation of complex or multiple simultaneous humanitarian or development projects, with 4 years of experience outside your country of residence
- Demonstrated ability to conduct assessments, develop strategy, write plans and procedures, and develop methods to monitor and evaluate the effectiveness of security controls
- Experience as a trainer/teacher of adults and multi-cultural groups
- Ability to work independently but also coordinate effectively as part of a team
- The ability to implement complex contextual analyses and identify trends
- Experience working in diverse teams with a high level of respect for all types of people
- Skilled user of Microsoft office products, mapping tools, and communications related technology
Language
Fluency in English, both written and verbal (Amharic, Oromo or Tigrigna a plus).
Travel
At least 50% of the time.
