Requirements
Business Development/Pre-RFP:
  • Work with Capture Leads to support pre-planning activities for targeted pipeline opportunities in preparation of solicitation release to include: research, competitive analysis, template creation, etc. Organize strategy and solutioning sessions with key team members. 
  • Research and track targeted solicitations on SAM.gov, GovWin, GSA MAS, IDIQs, BPAs, etc.
  • Support development of slide decks for customer meetings.
  • Support RFI and Sources Sought responses to agencies/opportunities of interest.
Proposal Development/Management:
  • Lead the end-to-end proposal development process for active RFPs/RFQs, while ensuring action items are completed and milestones are met in a timely manner.
  • Review and interpret Federal government solicitations, follow instructions, identify requirements, and assess proposal evaluation criteria.
  • Prepare, create, and distribute proposal management artifacts (detailed proposal schedule, compliant proposal outlines, compliance matrices, kick-off slide decks, storyboards, etc.).
  • Communicate updates, activities, expectations, and timelines with internal (e.g., senior leadership) and external team members (partners).
  • Leads proposal development activities and team responsibilities through daily stand-up calls, and regular proposal meetings, adhering to proposal schedules and deadlines.
  • Plan, communicate, check progress, and take corrective action or escalate as needed for all proposal volumes / artifacts to ensure all proposal development contributors including capture, solution architects, writers, and program managers clearly understand and exceed expectation for their roles on the proposal.
  • Author non-technical sections (e.g., cover letter/introductions, past performance, cameos, resumes, etc.). Also proofread and edit formal and informal proposals and draft content for consistency, clarity, appropriateness, and persuasiveness.
  • Ensure proposal templates are compliant and proposal responses are compelling, well-written, accurate, and comply with RFP/RFQ requirements.
  • Conduct color reviews (Pink, Red, Gold) and communicate expectations to Review teams.
  • Track RFP/RFQ amendments and implement required changes to the proposal response.
  • Conduct debriefs/retrospectives (lessons learned) with proposal team members.
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well articulated and consistent throughout final proposal volumes.
Requirements:
  • Bachelor’s degree in English, Communications, IT, or a related field.
  • Strong understanding of the Federal Government contracting process.
  • Minimum of five (5) years of experience with Federal pre-RFP activities and leading proposal development/management.
  • Solid history of successful proposals worked across Federal Government agencies and strong understanding of the logistics and operations of complex proposals, working in a remote environment.
  • Demonstrated experience leading prime Federal IT systems development opportunities greater than $30M.
  • Strong proposal writing and editing skills in Federal Government contracting.
  • Ability to create original content using interview and research techniques.
  • Proven ability to organize material, rapidly assimilate information, and provide guidance/ direction to proposal teams.
  • Exceptional organizational and time management skills. Ability to successfully support multiple proposals simultaneously in a fast-paced environment while ensuring responses meet Company’s standards.
  • Ability to lead large proposal teams with multiple partners and flex/adjust styles as needed depending on audience, changing requirements, and needs.
  • Expertise in Microsoft Office products including MS Word, PowerPoint, Excel, and SharePoint; and Adobe Acrobat
  • Excellent written and oral communication skills
  • Passion to learn new ideas and concepts
  • Exceptional attention to detail.
Desired:
  • Relevant experience outside of proposal management that enriches proposal management capabilities (e.g., working on an IT project, program management).
  • Familiarity and experience using Slack for communication/collaboration.

eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
Occasional travel for training and project meetings. It is estimated to be less than 5% per year.
