Inalab has an immediate opening for a financial Analyst for their contract supporting the Defense Health Agency.
The Office of the Cost Accounting Branch, Cost Accounting Division, J8 Financial Operations, DHA is an operating directorate within the DHA and has primary responsibility for standardizing cost accounting reporting, functions and guidance across the DHA Enterprise within the Medical Expense & Performance Reporting System (MEPRS), Defense Medical Information System Identifiers (DMIS ID), and the Defense Medical Human Resource System-internet (DMHRSi) Labor Cost Accounting (LCA) System. The primary responsibilities of the DHA Cost Accounting Branch include: Evaluating MEPRS reporting programs, practices, and policies of the Military Health System (MHS) managerial cost accounting. MEPRS is a worldwide system that aggregates uniform medical and dental treatment facility manpower, expense, and workload data. This system provides MHS management a single comprehensive data source for military Medical Treatment Facility (MTF)/Dental Treatment Facility (DTF) work center managerial cost accounting.
Duties Responsibilities
- Perform Monthly MEPRS processing from the EAS IV Application including all functions of the MEPRS requirements, as directed by existing guidance which includes DMHRSi transactions (excluding MTF timecard submission and approval), GFEBs and DEAMS/CRIS processing
- MHS GENESIS File interface and manual data set input, which culminates with the allocation and transmission of the MEPRS Data to the EAS IV Repository.
- Process and transmit MTF monthly MEPRS files
- Provide data analysis from the following systems; Business Objects, EAS IV Repository, EAS IV Application, MHS Data Repository (MDR), M2, DMHRSi, Service Financial Systems, and MHS GENESIS HER
- MEPRS Monthly File Processing Support Services.
- Provide MEPRS Subject Matter Expertise to support the ongoing MEPRS Coordination between the Cost Accounting Branch (CAB) and the nine (9) Defense Health Networks (DHNs).
- Perform Monthly DMHRSi Processing based on the DMHRSI Labor Cost Accounting (LCA) User’s Manual (excluding the timecard submission and approval).
- Process Financial Data from both the GFEBS System and the DEAMS/CRIS System based on the MEPRS SOP.
- Process MHS GENESIS file and manual data entry as documented in the MEPRS SOP while adhering to the FY MTF Processing and Submission dates per FY.
- Attend DHA MEPRS meetings, conferences and site visits related to the requirements of the Cost Accounting Branch.
- Review metrics measuring the accuracy and variance of all MEPRS personnel, workload, and financial data reported.
- Ensure feedback is performed on all data variance identified on the MEPRS Early Warning and Control System (MEWACS).
- Coordinate with MTF any concerns on data reporting requirements.
- Perform other duties incidental to and within the scope of the Medical Expense and Performance Reporting System (MEPRS) Support position.
- Monitor EAS IV Source Files and transmission timeliness
- Act as a steward of improvement by applying quality improvement tools to continuously improve customer service processes
- Perform critical review and quality control on all products such as handouts, memorandums, reports, meeting minutes, etc.
- Prepare, develop, present, and file a wide variety of documents, including letters, staff summary sheets, presentations, spreadsheets, forms, and metrics in a timely manner using Microsoft Office programs (e.g. Excel, Word, and PowerPoint)
- Review, analyze, extract and summarize issues to resolve problems
- Review MTF metric performance and integrates outcomes of data analysis in recommendations for performance improvement activities at the MTF and DHA level
- Develop detailed quantitative and qualitative data analyses and reports of MEPRS (workload, financial, labor data) upon request using EAS IV application/repository, DMHRSi, M2, and other MHS systems
Education, Experience and Qualifications Requirements:
- Bachelor’s degree of science in one of the following areas: computer science, healthcare, accounting, mathematics, statistics, business, or a commensurate bachelor’s degree of art. a minimum of 4 years relevant experience of experience in lieu of a bachelors degree.
- Minimum of three (3) year MTF, intermediate, command, Service Agency/Activity Headquarters level experience with the MEPRS program, EAS application, and EAS Repository to include data quality management tools and reports or equivalent is preferred.
- Must have strong working knowledge of Microsoft office; highly proficient in Microsoft Excel, to include creating VB macros, pivot tables, and functions; enhancing, and sustaining MEPRS surveillance and data quality analytic tools
- Experience at the program office or MTF level using the following systems: GFEBS, DMHRSi, and MHS GENESIS, for the EAS reporting system is preferred. Organizational and time management skills.
- Possess a strong understanding of DoD financial management and cost accounting
- Working knowledge of DHA Procedure Manual 6010.13 Vols 1 and 2 and DHA Data Quality Management Control Program MEPRS requirements.
- Detail and deadline oriented.
- Strong interpersonal skills with all levels of management.
