This position is located at Patrick Space Force Base, Florida.

This position may be eligible for a hybrid telecommuting schedule. Tasks for this position must be performed largely on-site.

 

Essential Functions

  • Lead Enterprise Maintenance Control Center (E-MxCC) Department activities under the guidance of the Enterprise Maintenance Control Center (E-MxCC) Manager
  • Guide team members in understanding company vision and principles and work in concert with other department managers to ensure successful planning and execution of maintenance activities  
  • Work with E-MxCC Manager to lead the E-MxCC enterprise team, including activities on both the Eastern Range (E) (Patrick Space Force Base/Cape Canaveral Space Force Station) and Western Range (WR) (Vandenberg Space Fore Base).  This includes managing activities supporting both launch locations and remote instrumentation sites
  • Support and lead all maintenance functions, implement online scheduled maintenance activity (SMA) within constrained timelines
  • Provide direction to the technical workforce for handling Level 1 and Level II maintenance actions based on priority and schedule availability
  • Lead a staff of functional experts that perform reliability centered maintenance, and maintenance planning and analysis for new, aging, and unique subsystems to identify potential operational degradation and determine recommended changes to scheduled maintenance to minimize Range operational impact
  • Lead a group of resource schedulers who make real-time decisions as mission changes present opportunities to conduct maintenance, sustainment, and other organizational activities when Range Users vacate time slots and ensuring these activities are prioritized with operations to ensure accountability and completion
  • Responsible for leading, assigning, and managing unscheduled and emergency depot level maintenance (UDLM/EDLM) actions through systems restoral
  • Supports Range Managers by leading and executing the proper methodology and process after an unplanned outage as a result of operational failure or force majeure events
  • Provide process improvements which enhance span of control, ER and WR standardization and situational awareness to reduce operational readiness risk and offer a single maintenance status point for Range Managers and Space Launch Deltas
  • Responsible for the timely input and accuracy of work center maintenance data into the USAF Integrated Maintenance Data System (IMDS) Equipment Status Reporting (ESR) module as well as review, verification and correction of IMDS Job Data Documentation (JDD) 
  • Prepare for and attend prelaunch, launch and post launch meetings, activities and countdowns as E-MxCC representative.   Duties include but are not limited to internal and external pre-count event coordination, minus-count monitoring of anomalous event actions, hosting/conducting Tier-4 Anomaly discussions with the launch team, and post launch event evaluation
  • Assist the Operations and Maintenance (O&M) community in the development of Preventive Maintenance Instructions (PMI) and scheduling of Range maintenance 
  • Ensure the Department is staffed with qualified personnel needed to successfully plan and manage E-MxCC activities
  • Ensure the actions, products, and recommendations of the Department are well coordinated with all affected or responsible RGNext organizations before release and represent the best possible RGNext product or service
  • Ensure all personnel are properly trained to execute their responsibilities and receive initial and recurring guidance, instructions, and direction needed to ensure quality and timely service
  • Provide coaching and mentoring to personnel unable to meet RGNext standards for technical quality, customer service, or timeliness
  • Ensure work products are reviewed prior to release to ensure a quality product and consistency with RGNext operating instructions, policies, procedures, and organizational responsibilities
  • Monitor workflow to ensure delivery of products on time in accordance with Launch and Test Range System Integrated Support Contract (LISC) requirements
  • Vigorously pursue initiatives to improve the quality, efficiencies, and timeliness of Section products or services
  • Innovate process improvements ensuring contract compliance and fulfillment while devising and implementing process improvement methods
  • Quickly develop and integrate LTRS enterprise concepts and recommendations to capitalize on Cross Range (Eastern and Western Range) best practices, efficiencies and standardization 
  • Prepare and provide progress, status reports, and briefings as required or requested, to inform management of anticipated performance problems or issues 
  • Develop and maintain procedures and work instructions in accordance with applicable LISC Performance Work Statement (PWS) and the Contract Deliverable (CDRL) requirements
  • Monitor workflow to ensure delivery of products on time in accordance with LISC requirements
  • Prepare and provide progress and status reports, and briefings as required or requested, to inform department and program management of anticipated performance success, issues, improvement initiatives, as well as recognizing personnel through the RGNext Recognition Program
  • Provide cost and schedule estimates for various maintenance efforts and project proposals
  • Establish, monitor, and adjust budgets and resource allocations
  • Ensure all safety, security, and EHS training requirements are being followed
  • Interface with RGNext managers to ensure compliance with maintenance support 
  • Maintain an understanding of United States Space Force (USSF), Space Launch Deltas 45 and 30 and RGNext policies, procedures, and organizational responsibilities for requirements review, operations planning, scheduling, and mission execution
  • Management of time accountability via timekeeping system with approval responsibilities and resolution of any timecard issues in accordance with RGNext processes
  • Develop annual performance appraisals for each employee and the development of yearly team and individual goals
  • Perform other duties as assigned 

 

Required Skills

  • Possess leadership, supervisory and management skills that demonstrate, or indicate a high potential for successful direction of an organization of various specialized technical personnel, supervisory, and administrative personnel, both exempt and non-exempt, some represented under collective bargaining agreements    
  • Ability to develop and maintain positive working relationships with the customers, superiors, peers, and subordinates
  • Ability to organize and lead effective meetings and prepare clear oral and written direction, correspondence, and reports
  • Adept at public speaking and customer interaction with audiences ranging from RGNext and Government senior leadership through subordinate workforce
  • Ability to project a professional image when working with the customer 
  • Ability to be a self-motivated team player capable of working with minimum direct supervision
  • Team builder with orientation towards group dynamics to create synergy with assigned personnel while balancing stringent contract requirements, evolving task lists, and short turn time for mission requirements


Required Experience

  • Bachelor’s degree in a technical, engineering, or management discipline  
  • Eight years of experience working in a maintenance environment, which may include five years of work experience showing increased scope of responsibility 
  • Five years of supervisory or management experience
  • Experience developing and maintaining procedures and work instructions 
  • Proficient in Microsoft Office suite (Word, Excel, Access, and Outlook); Familiarity with MS Projects, preferred
  • Experience leading and following Safety/Security Policies and Procedures 
  • Range Operations and Maintenance (O&M) experience, preferred
  • Solid working knowledge of Radar, Telemetry, Command Destruct, Meteorology, Range Safety/Data Handling, Communications and Timing instrumentation systems, preferred
  • Experience working with collective bargaining agreements and represented employees, preferred

  • The flexibility to work non-duty hours or on weekends to support specific project or mission requirements
  • Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship 
  • Valid U.S. Driver’s License
