Job Summary:
The Financial Analyst II is responsible for performing advanced financial analysis and supporting strategic decision-making within the Infectious Diseases and Global Health Security (IDGHS) division and the project(s) they support. This role involves leading the preparation of detailed financial reports, developing and maintaining complex financial models, and managing specific components of budgeting and forecasting. The Financial Analyst II plays a critical role in conducting variance analysis, monitoring sub-recipient financial activities, and ensuring compliance with financial regulations. Additionally, they optimize resource allocation within projects, contribute to risk identification and mitigation, and provide insights to support decision-making. The Financial Analyst II also mentors junior analysts and contributes to the improvement of financial systems and tools, ensuring accurate and efficient financial operations. Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to Country Office and project staff, to ensure the fiscal well- being of the project(s). Provides financial management, conducts analyses of financial data, provides budget analyses for project funds, and prepares required reports to funding agencies to ensure compliance with the donor's requirements. Provides analysis and business modeling support on strategic initiatives for senior management and field operations.
Accountabilities:
Performs more complex data analysis and modeling
Prepares and does the initial analysis of the monthly financial reports regarding budgets to actual and forecast.
Leads the preparation of budgets and forecasts
Develops and maintains advanced models
Leads variance analysis, provides recommendations
Has intermediate knowledge of applicable financial and accounting statutes and regulations.
Interprets and applies laws, analyzes information, and evaluates the impact of policies, procedures and practices.
Work includes accumulating data, summarizing information into presentable reports/forms, and discerning valid from invalid data comparisons.
Reviews and inputs financial data and final cost objectives, account information into accounting software systems.
Presents analyses to senior analysts and managers.
Contributes to strategic planning discussions
Manages and optimizes resource use for project through tracking of resource allocation
Optimizes the use of financial systems, implements improvements
Provides support for field programs by finalizing the preparation of materials to conductlive and virtual meeting training on financial systems and processes.
Works with Global Program Management (GPM) staff to help them understand the financial aspects of the assigned Country Offices.
Monitors sub recipient financial activities, ensures compliance
Responsible for interpreting, analyzing and/or evaluating data, ensures compliance with applicable state and federal statutes, and uses Generally Accepted Accounting Procedures (GAAP).
Has a thorough knowledge of external regulations as well as internal corporate policies and procedures.
Develops and maintains effective working relationships with internal and external partners, management and staff.

Typically requires a minimum of 5+ years of progressively responsible financial analysis and pricing experience in a government contracting environment.
Demonstrated experience with budgeting, forecasting, and variance analysis.
Proficiency in spreadsheet software required.
Must demonstrate excellent analytical and organizational skills.
Science or health-related field experience preferred.
Non-governmental organization (NGO) experience preferred.
Prior experience monitoring financial regulations preferred.
Prior experience monitoring the financial activities of sub-recipients preferred.
Demonstrated experience providing financial insights that guide decision-making, including a track record of influencing project or organizational outcomes through analysis preferred.

Travel Requirements:
The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: $67,000 - $90,000
International hiring ranges will differ based on location.
