Job Summary

JOB DESCRIPTION

The Learning and Development Advisor is an integral part of the Learning and Development team, whose mandate is to create resources and opportunities and help colleagues pursue their purpose, passion, and potential. Working along a team of experts, the Advisor will help build a culture that fosters continuous learning and work with key stakeholders from around the globe to identify learning opportunities and resources that advance our agency strategy. The Advisor will help ensure resources are creative, customer-centric and align with instructional design best practices.

Roles And Key Responsibilities

Instructional Design

  • Support the development and design of courses and curriculums to support social learning communities and virtual learning programs.
  • Support the development of standard facilitation and instructional design resources, tools and approaches to further enhance a culture of learning and development.
  • Trains and guides subject matter experts on Learning Management System (LMS) modalities, course creation and content management.
  • Measure impact and effectiveness through analysis and analytical tools, measuring the results of our efforts, and suggesting ways to improve engagement and impact.
  • Implement overall strategy to communicate learning solutions and standards to drive awareness, engagement, and useful feedback.
  • Create and deliver instructional videos, presentations, job aids, and guidance for CRS learning leads and subject matter experts.
  • Support the learning and development manager to refine the design of learning programs based on stakeholder’s needs across the agency.
  • Support the development of job specific capabilities/competencies and learning pathways.

Management Learning Programs Support

  • Review and maintain CRS Management Essential programs.
  • Analyze program feedback to measure the impact of the management essential programs.
  • Facilitate virtual programs globally across diverse supervisor and manager audiences
  • Collaborate in setting learning and competency/behavioral outcomes, impact assessments, and feedback loops

Engage Our Learning Community

  • Identify opportunities to foster a culture of learning and growth through effective and creative communications, community-building, and engagement activities.
  • Develop and maintain relationships by engaging with staff, subject matter experts, and leadership, using the opportunities to build learning communities across various special interest groups.
  • Develop, disseminate, and manage content for SharePoint sites and libraries, Microsoft Teams channels, Yammer announcements, and internal newsletters.

Learning Vendor Management

  • Maintain agreements, memberships, subscriptions, and technical documents, such as forms, templates, and requirements checklists.
  • Provide support for procurement and vendor payment processes, product reviews, surveys, and evaluations.

Qualifications

Basic Qualifications

Education and Experience

  • Bachelor's degree required or equivalent experience.
  • Three years’ experience in learning and development (L&D), instructional design, system management, facilitation, capacity building, human resources, or equivalent.
  • Ability to think analytically and act methodically
  • Strong writing skills, ability to write clearly and succinctly (including commenting and editing writing of not native English speakers)
  • Strong communication skills (Email and Skype) in remote environment and ability to get things done in a matrix environment
  • Strong sense of customer care and service

Required Languages – English

Knowledge, Skills And Abilities

  • Knowledge and experience with adult learning theory, leadership development, and/or coaching competencies.
  • Strong business acumen and a collaborative working style.
  • Willingness to work with a virtual team across multiple time zones.
  • Ability to work and handle a diverse portfolio of projects simultaneously.
  • Ability to be adaptable, flexible and deal with ambiguity positively.
  • Ability to work with diverse teams and within different cultural contexts.

Preferred Qualifications

  • Experience in Articulate Rise 360, design platforms such as InDesign, learning and performance LMS (Learning Management System).
  • Articulate Rise, InDesign, Partners from the start and other similar platforms are a plus.
  • LMS system management and knowledge in course design and course management, project and organizational skills.
  • Experience in instructional theory, including assessment.
  • Previous experience in instructional design.
  • Fluency in French or Spanish a plus.

About The Team

General Requirements

CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements. All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.
