This position works remotely requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

Job Summary
In support of the National Assessment of Educational Progress (NAEP) team within the Smarter Balanced program, this position uses skills in instructional design, multimedia development, and learning management systems to help shape the content for presentations and training that will support the ability of the NAEP coordinators to promote and effectively implement the National Assessment of Educational Progress.
Incumbents work with internal and external executives and clients in identifying and responding to states' diverse needs and developing teacher resources that serve as the "what's next" answer to Smarter assessments.
APPOINTMENT INFORMATION
Budgeted Salary: $69,500 - $90,000/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

Job Duties
60% - System and Resource Development
- Creates, reviews, and edits training materials and content, including information in support of pedagogy and assessment literacy.
- Applies professional instructional design skills to articulate learning design and contribute to prototype quality guidelines.
- Applies learning objectives/ outcomes, including supportive learning activities and assessments, and selects appropriate tools to achieve organizational goals.
- Reviews resources for adherence to quality guidelines, standards alignment, developmental appropriateness, and instructional best practices to produce high-quality materials. Provides diplomatic feedback and problem-solves potential solutions.
- Develops comprehensive systems to support the development of individual professional learning plans for each NAEP coordinator.
- Works in a collaborative manner with others in a diverse environment and at all levels in the organization with diplomacy and tact to prioritize work assignments, conduct analysis, participate effectively in cross-functional workstreams, and develop recommendations.
- Deploys content on learning management platforms according to training guidelines.
40% - Implementation
- Attends required in-person training sessions and conferences, Annotate Conferences, as well as workshops and training programs related to professional learning.
- Maintains a pool of state and district consultants and manages associated contracts.
- Conducts appropriate job and task analyses in the context of instructional design to contribute to project plans.
- Actively seeks out knowledge of new and emerging learning technologies.
- Evaluates resources to identify future development needs and the degree of alignment to guidelines, and proposes new resource types.
- Provides meeting and calendar management and administrative support as required.
- Uses sound judgment in solving problems independently and otherwise collaborates with other partners as necessary.
Required Qualifications
- Experience ensuring that organizational practices, services, and behaviors support and promote diversity among staff.
- Experience developing and reviewing materials for accuracy and consistency with conventional grammar practices.
- Recent experience and responsibility for addressing the terms of a contract either as a direct service provider or part of an organization that provides products and services.
- Thorough knowledge of the technical tools and platforms required to achieve the delivery of engaging and media-rich online learning content, including learning management systems, assessment systems, communication tools, streaming medi platforms and multimedia creative applications.
- Thorough knowledge of trends in the use and effectiveness of educational technology to support engagement of a diversity of learners.
- Thorough knowledge of instructional design principles and learning strategies for adult learners including needs analysis, backwards design, and learning outcomes to support large scale educational assessment implementation.
- Exceptional skills in the application of planning, resourcing, and monitoring of effective learning design life cycle educational solutions.
- Exceptional skills in delivering engaging and interactive trainings to adult learners.
- Strong skills in the development of professional learning systems, including the application of planning, designing, resourcing, and monitoring of effective learning design life cycles.
- Demonstrated organizational, negotiation and problem-solving skills that include collaboration and escalation as appropriate.

SPECIAL CONDITIONS OF EMPLOYMENT

- This is a fully remote position, and the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.

- Ability to respond to emergencies after hours as necessary.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
