BUSINESS & TECHNOLOGY SERVICES
Procon offers both traditional management consulting expertise and embedded program and project support to help clients manage, review, improve, and implement programs, projects, and work processes.
Procon Consulting, a fast-growing professional services firm in McLean, VA with expertise in providing program and project management for design and construction, project controls, commissioning, construction-related technology, and facilities management, seeksa Project Manager well-versed in federal contracting. This role can be performed remotely from anywhere on the east coast (Eastern Time Zone), and is supporting a client located in the Washington DC Metropolitan area.
Responsibilities and Duties
Day-to-day contract management for assigned Task Orders on multiple IDIQ contracts, including new Task Order Development, Change Management, and Closeout.
Lead scope of work development for new Task Orders. Overall responsible person for Task Order award schedule. Must coordinate with internal client, cost estimators, scope writers, and other internal stakeholders to finalize scope of work and issue Request for Proposal on time.
Lead meetings with internal clients and Task Order Management Team. Issue meeting minutes and follow up on action items.
Review consultant proposals, develop negotiating positions, lead negotiations.
Weekly reporting on accomplishments on all assigned Task Orders.
Other duties as assigned.
Required Qualifications & Skills
Bachelor’s degree from an accredited university in engineering, project management, construction management, business, or related field, plus a minimum of 8 years demonstrable experience managing large projects; or, in lieu of a bachelor’s degree, must have at least 14 years of demonstrable experience managing large projects.
Contracts management experience in the AEC (architecture, engineering, construction) industry.
Seasoned Government contracting professional with an Engineering/Project Management background capable of managing the Task Order process from initiation to closeout for multiple IDIQs serving a diverse internal client base.
Excellent communication (verbal and written) and leadership skills; including the ability to lead technical writers, technical subject matter experts, cost estimators, and various internal stakeholders in the development of detailed Scopes of Work (SOWs) in a timely manner.
Strong understanding of all aspects of IDIQ contract administration -- Task Order RFP development, change order negotiations, professional services cost estimating, bid evaluation, etc.
Experience in leading a project and all aspects of project management – schedule, budget, resource planning, risk management, coordination.
High proficiency with Microsoft Teams, Microsoft Office (Excel, Outlook, Word, PowerPoint), Google Suite, Procore, and SharePoint.
Demonstrated experience in project planning, execution, and delivery in a matrix organization.
Ability to excel working in a remote environment.
Experience working in a Government environment.
Preferred Qualifications
Familiarity with EBuilder.
Familiarity with mass transit industry design criteria and standards, Project Delivery Manual, etc.
Project Management Professional (PMP) certification is strongly preferred.
