Project Summary
MSI implements USAID’s Middle East & North Africa Monitoring, Evaluation, and Learning Support Activity (MENA MELS), which delivers high-quality technical support in monitoring, evaluation, and learning activities for the USAID/Middle East Bureau (MEB), its Operating Units, and implementing partners. Project services include monitoring systems, evaluations assessments and research, learning and utilization, and MEL capacity building and training. The United States Agency for International Development (USAID) West Bank and Gaza Mission (USAID/WBG) under MENA MELS has commissioned Management Systems International (MSI) to conduct a wide range of M&E services for Fiscal Year 2024. There is an upcoming mid-term evaluation of the Middle East Partnership for Peace Act (MEPPA) program for partners awarded grants in FY22/23).

Position Summary
The Junior Evaluation Specialist will support MSI team members in carrying out interviews for the mid-term evaluation. The Junior Evaluation Specialists will have a range of different responsibilities related to research, data management, analysis, and partner communication/engagement. Each Specialist will need to be based in Israel or the West Bank. The period of performance is approximately July through September 2024, with approximately 30-40 days of billable time. Successful applicants will receive a detailed Scope of Work that specifies the tasks, timelines, deliverables, and final level of effort.
Responsibilities
- Conduct beneficiary interviews or help facilitate focus group discussions in different languages such as Arabic and/or Hebrew.
- Coordinate data collection efforts with partners in the West Bank, East Jerusalem, and/or Israel, as well as program beneficiaries on a case by case basis to account for access/security restrictions in consultation with MSI’s Senior Evaluators.
- Write up notes from interviews, contribute to data analysis, and report writing.
- Coordinate with the Team Lead and other team members.
Qualifications
- Bachelor’s degree in international development, social sciences, or other relevant field from an accredited institution is required.
- Minimum three years of experience working on or leading evaluations and baseline studies required.
- Experience with do-no-harm participatory research required.
- Experience in evaluating peacebuilding programs strongly preferred.
- Experience with USAID preferred.
- Familiarity with MEPPA preferred.
- Strong interpersonal skills preferred.
- Oral and written proficiency in English and fluency in Arabic or Hebrew is required.
