 Senior Engineering Manager – Road & Highway  – Seattle, Washington   

OPPORTUNITY:

Our Parsons Seattle office is now hiring for an experienced Senior  Engineering Manager to support and oversee projects in our road and highway practice. Parsons is looking for a professional to join our team! In this role you will get to help guide and develop our roadway practice in the Pacific Northwest.

Are you an Engineering Manager who likes to provide guidance and direction for a wide variety of road and highway projects that vary both in scope and size?

We are looking for an  Engineering Manager  who will provide direction and management for small to medium-sized roadway and highway transportation projects for the engineering and design phases in the State of Washington  and ensures on-schedule completion within or below budget in accordance with contractual obligations.  The Senior  Engineering Manager is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. To be successful in this role you will plan and define program goals and devise methods to accomplish them; you will also develop an  in-depth knowledge of client objectives, contract terms, and corporate policies. 

 Typical projects for this role will range up to $200 million or more  in total installed cost. These projects are primarily  for Washington State DOT and other regional municipalities.   Hybrid remote working scenario is permitted for this role ( meaning ability to work from home 2-3 days per week).

 RESPONSIBILITIES:

  •  Acts as the Company representative with the client and selected subcontractors during the program execution.
  • Key client interface with WSDOT , and provide management oversight to more junior design engineers
  • Hands on involvement with road an highway design , inclusive of ramps, interchanges, and alignments.
  • Negotiates changes to the scope of work with the client and key subcontractors and  Markets and secures additional work with client
  • Responsible for following up on instructions and commitments associated with the project. 
  • Participates in negotiations with regulatory agencies and in public meetings in support of clients.
  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria
  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. 
  • Provides input to performance reviews and development plans for subordinates.  Field responsibilities may include labor relations, local procurement and payroll operations
  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.  Ensures that the project meets or exceeds goals established in these plans. 
  • Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. 

             

 REQUIREMENTS:

4-year degree in Civil Engineering or related technical/business field and at least 15 years or more experience with roadway transportation projects.

Demonstrated management and supervisory experience with engineering and design aspects of civil road and highway projects, preferably in the State of California.

Extensive experience with WSDOT, local Cities, or Agencies in Highway and Roadway transportation projects is highly preferred.

High level of proficiency with Microstation.

Incumbent should have a broad general technical and business background. 

Professional California registration ( PE)  is required. 


SKILLS/COMPETENCIES:

Demonstrated professional experience managing road and highway practice and staff of engineers supporting major transportation projects, with high preference for WSDOT projects experience

  • A vision for growing the roadway practice in the Pacific Northwest
  • A passion for teaching and mentoring younger staff
  • Strong technical experience with WSDOT and Sound Transit projects
  • A willingness to collaborate with other regions to support a wide variety of exciting projects

Salary Range: 

$140,700.00 - $253,300.00
