Job description

Position Summary

IEM is seeking a dedicated and detail-oriented, Full Time – Grant Compliance Specialist I (GCS I), to assist in managing energy grant and rebate programs. This role involves assisting in compliance monitoring and reporting, with supervision.

Primary Location:

  • California (CA), additional states may be added.
  • To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 1 – 5 days a week.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions

  • Assist in the development of program policies, procedures, and compliance monitoring strategies, with supervision.
  • Provide support on federal regulations, eligibility, and compliance requirements, with supervision.
  • Assist in subrecipient risk assessments and support subrecipient monitoring and reporting activities.
  • Support the processing and management of subrecipient payments and ensure compliance with federal and state requirements.
  • Assist in conducting compliance reviews, including risk-based monitoring events (desk reviews or onsite reviews), with supervision.
  • Help in the development, issuance, and amendments of grant subawards.
  • Collaborate with stakeholders to provide support related to application, administration, status monitoring, and compliance, with supervision.
  • Assist in reviewing subrecipient/project closeout reports to ensure compliance.
  • Provide support on federal/state payments, compliance requirements, and best practices, with supervision.
  • Monitor subrecipient/project expenditures and activities to ensure alignment with approved budgets and project plans, with supervision.
  • Participate in meetings and training sessions to stay updated on grant compliance best practices.
  • Support the evaluation of potential subrecipients and assist in recommending risk mitigation measures, with supervision.

Minimum Qualifications

  • One (1) + years’ experience working with grants, preferably related to energy consulting and/or energy grant or tax rebate programs at the state or federal level.
  • Bachelor's degree in Accounting, Finance, Public Administration, or a related field.
  • Basic knowledge of federal grant and/or tax rebate regulations, especially energy consulting and/or energy grant programs at the state or federal level.
  • Strong analytical, communication, and interpersonal skills.
  • Ability to work independently and prioritize in a fast-paced environment.

Preferred Qualifications

  • Experience with one or more of the following programs:
    • Energy Efficiency Revolving Loan Fund Capitalization Grant Program
    • Energy Efficiency and Conservation Block Grant Program
    • Grants for Charging and Fueling Infrastructure
    • Home Efficiency Rebates Program
    • Home Electrification and Appliance Rebates Program
    • National Electric Vehicle Infrastructure (NEVI) Formula Program and Efficient Codes Implementation Grant Program
    • Preventing Outages and Enhancing the Resilience of the Electric Grid Formula Grants to States and Indian Tribes
    • State Energy Financing Institutions (SEFI) Supported Projects
    • Solar for All Program
    • Training for Residential Energy Contractors Grants
    • Familiarity with federally funded required programmatic and/or contractual terms and conditions such as Davis-Bacon Act, Section 3, Buy America/Build America.
    • Experience with grant management software and reporting tools.
    • Prior exposure to reporting requirements for federal agencies.
    • Experience with the Department of Energy PAGE system.
