TITLE: Program Manager – FEMA Continuous Improvement 

LOCATION: Remote (ability to be reached 24/7 in disaster response events)

About the Role – Who You’ll Work With 

The Program Manager will report directly to the Vice President of TPG’s Analytic Division.  The Contractor shall provide a Program Manager who shall be responsible for all Contractor work performed under this FEMA BPA. The Program Manager shall be a single point of contact for the Contracting Officer and the COR. It is anticipated that the Program Manager shall be one of the senior level employees provided by the Contractor for this work effort.  

The Project Manager shall be available to the COR via telephone and email between the hours of 8:00 A.M. and 5:00 PM EST, Monday through Friday. For disaster response, FEMA will require the PM or your designate be reached 24/7 and process orders within (2) hours of receipt of FEMA request. 

 

The Impact of Your Results 

Your subject matter expertise in emergency management, FEMA policies and processes, working with state and local emergency management agencies, and overseeing continual improvement initiatives will assist FEMA in providing timely continuous improvement support for disasters and achieve the following continuous program objectives: (1) Support the Agency’s fulfillment of the PKEMRA requirement to ensure disaster operations are analyzed, information is captured, and long-term analysis can occur through support to CIP’s readiness and disaster operations support; (2) Create a broader culture of continuous improvement within FEMA by providing resources to field, Regional, and headquarters leaders to assess and implement projects on disasters that lead to greater efficiency and effectiveness in program delivery to survivors and jurisdictions; and (3) Continue the transition of FEMA’s Continuous Improvement Program to real-time identification and solutions to problems experienced in operations, and inform the FEMA’s priorities for preparedness, readiness, and future disaster operations. 
 

What You’ll Do 

  • Oversee all program management activities and serve as The Providencia Group’s Primary point of contact with the Government. 

  • Oversee the successful delivery of all data collection and data analysis tasks including the development and delivery of effective briefing materials and the validation with field, regional, and headquarters partners through stakeholder engagement. 

  • Oversee the development and dissemination of various products designed to convey lessons learned, improvements in undertaking emergency management services, and findings that will benefit managers within FEMA at the national, regional, and field office level as well as state and local emergency management response agencies. 

  • Oversee all training and technical assistance activities to support internal FEMA and external state and local emergency managers.

  • Oversee the enhancement and operations and maintenance of the Continuous Improvement Information System.

  • Oversee all disaster readiness operations.

  • Oversee the disaster after-action review process.

  • Oversee the enhancement of disaster field offices to conduct more effective and efficient operations through deployment of Lean Six Sigma personnel and other formally certified personnel to create a culture of continuous improvement and to adopt best practices. 

  • Duties are performed via a government approved computer system. Employees are required to possess strong computer skills in MS Word and Excel.

  • Perform related duties as assigned, within your scope of practice – management reserves the right to revise these duties as necessary.  

 
Minimum Qualifications & Skills

  • Undergraduate Degree Required. 

  • Minimum of ten years recent experience managing a contract of similar size and scope.

  • Minimum of ten years of emergency management and/or homeland security experience to include work on a declared disaster, and experience with state and local emergency management agencies.

  • Demonstrated ability to manage multiple complex, time-critical support activities simultaneously, including analysis and data collection.

  • Demonstrated experience producing written reports for elected officials, executives, and senior leadership.

  • Demonstrated experience facilitating executive and senior leadership discussions, working groups, or events.

  • Ability to develop project management documentation and detailed project work plans and execute those tasks in less than 72 hours.

  • Must possess strong computer skills in MS Office, including Excel, Word, Teams

  • Ability to type 45 wpm  

 

The Work Environment  

This is a remote opportunity where occasional travel to may be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions. 

 

Work Schedule 

The Program Manager must be available to the Government via phone and email between the hours of 8:00 A.M EST to 5:00 P.M. EST, Monday through Friday. For disaster response situations, the Project Manager and/or their designee must be able to be reached by FEMA 24/7. 

 

Conditions of Employment

  • Complete a Drug Test.

  • Be at least 21 years of age. 

  • Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.

  • Available to travel as necessary.  

 

Security Clearance/Background Check Requirements 

  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.

  • Must be a U.S Citizen or Permanent Resident

  • Residency requirement - 3 consecutive years in the last 5 years 

 

Physical Requirements/Working Conditions 

  • Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees. 

  • Climbing/Stooping/Kneeling: 10% of the time.

  • Lifting/Pulling/Pushing: 10% of the time. 

  • Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 35% of the time.

  • Sitting: Sitting for prolonged and extended periods of time.
