Job description

We are hiring a Data Services Manager to join our team!

Must reside in California - remote position.  


What You Will Be Doing:

Under general supervision, the Manager, Data Services is responsible for overseeing the development, implementation, and maintenance of data services within the Health Plan of San Joaquin. This role requires a strong understanding of data management principles, healthcare analytics, and the ability to lead a team in delivering high-quality data services to support the organization's strategic goals. The Manager will collaborate with cross-functional teams and external stakeholders to ensure the availability, integrity, and security of data assets while driving innovation and continuous improvement in data management practices.

Essential Functions

Required

  • Recommend and manage the data architecture and reporting strategy for HPSJ (which spans all types of operational data) and ensure that the end-to-end processing around all the company’s data is functioning, effective, and reconciled. 
  • Provide technical oversight and subject matter expertise to the Data Architecture and Analytics team on key initiatives while defining and creating the short and long 
  • term goals and objectives. 
  • Collaborate with other technical teams (Software Engineering, Operations, Configuration, Technical Analysts and EDI) to perform duties and aid in business and technical development while mentoring peers and subordinates to enhance their career goals. 
  • Promote business data analytics through indirect oversight of business resources to build an advanced data analysis and reporting business infrastructure. 
  • Formulation and execution of Data Architecture & Data Analytics strategies, aligning overall direction between technology and business.
  • Assist in the creation of data management data architecture and business intelligence policies, retention, procedures, and reporting service level agreements (SLA).
  • Develop and execute a comprehensive data services strategy aligned with the Health Plan's objectives.
  • Identify opportunities for data-driven solutions to support decision-making and enhance operational efficiency.
  • Collaborate with senior leadership to define data services goals and priorities.
  • Data Management and Governance:
  • Establish and enforce data management policies, standards, and procedures.
  • Oversee data governance processes, ensuring data quality, integrity, and compliance with regulatory requirements.
  • Implement data security measures and ensure adherence to privacy guidelines (e.g., HIPAA).
  • Collaborate with IT teams to design and optimize data architectures, databases, and data warehouses.
  • Ensure effective data integration and data flow between systems and applications.
  • Evaluate and implement new data technologies and tools to enhance data management capabilities.
  • Analytics and Reporting:
  • Work closely with business stakeholders to understand their data needs and develop analytics and reporting solutions.
  • Define key performance indicators (KPIs) and metrics to measure the effectiveness of data services.
  • Provide insights and recommendations based on data analysis to drive strategic decision-making.
  • Team Leadership and Development:
  • Lead a team of data professionals, providing guidance, mentorship, and performance feedback.
  • Foster a culture of collaboration, innovation, and continuous learning within the data services team.
  • Identify skill gaps and provide training opportunities to enhance the team's capabilities.
  • Vendor and Stakeholder Management:
  • Collaborate with external vendors to evaluate and select data management tools and services.
  • Build and maintain strong relationships with internal and external stakeholders, ensuring effective communication and collaboration.

What You Have:

Education and Experience

Required

  • Bachelor’s Degree in Computer Science, Information Science or closely related field; and
  • At least five years of health care information systems analysis and applications development experience; and
  • At least one year of supervisory experience in IT; and
  • Four years in a technical leadership position; or
  • Equivalent combination of education and experience.


Licenses, Certifications

Required

  • Valid California license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.

  • Excellent communication skills: Effective verbal and written communication skills are necessary to convey technical concepts clearly to both technical and non-technical stakeholders. Strong presentation skills are also valuable.
  • Problem-solving capabilities: The manager should possess strong analytical and problem-solving skills to identify and resolve data-related issues. Creative thinking and proposing innovative solutions are advantageous.
