Job description

This is a remote position.

Data Networks, Inc. (DNC), a subsidiary of ASRC Federal Holding Company, is seeking a Policy & Procedure Analyst. This posting is in anticipation of a favorable award of a Task Order to support the National Oceanic and Atmospheric Administration's (NOAA), National Ocean Service (NOS).

Work on a team of two contractors to help assess policy and procedure gaps in administrative functions within the NOS Management and Budget Office (MBO). MBO oversees the budget, financial, acquisition, and human capital functions of NOS; these functions will be the topic areas for the policy and procedural documents being created.

The candidate will create and/or update policy and procedure documents via collaboration with Subject Matter Experts (SMEs). This includes Policy Memos, Standard Operating Procedures, fact sheets, checklists, and other documentation, which will be stored in a common document repository that the contractor team maintains.

The duties of this role include, but are not limited to:

  • Collaborate with NOS leadership to assess the areas of highest need within the existing policy and procedure documentation.
  • Establish and gain client approval for a prioritized list and schedule of policies and procedures, which the contractor team will create or update.
  • Evaluate organizational and business policies, practices, and guidelines within a given functional area to determine areas of improvement, propose solutions, and defend recommendations.
  • Review and ensure compliance with existing policies, practices, and best practices within NOAA, the Department of Commerce, or the President’s Office of Management and Budget.
  • Collaborate and interview SMEs in each functional area to comprehensively document all steps, related policies, or the most common challenges.
  • Write clear policies, guidelines, and procedures and shepherd them through a review and approval process.
  • Manage multiple policy or procedural updates or approvals at a given time, depending on their complexity.
  • Present and explain the final policy and procedure document to the applicable audience.
  • Create and maintain a common document repository to store and allow access to MBO policies and procedures, using the technology platform selected by the client.

Requirements

  • Bachelor’s degree plus 1 or more years of experience in a related field. An additional 4 years of related experience may be used as a substitute for the Bachelor's Degree.
  • Policy and procedure writing, or process improvement experience at a Federal Agency is preferred.
  • Knowledge of financial and administrative functions and workflows at a Federal Agency.
  • Strong analytical skills related to evaluating the business processes of an organization.
  • Skill in applying quantitative and qualitative techniques, including using Excel or Google Sheets.
  • Experience with the federal budget cycle is a plus.
  • Familiarity with the NOAA budget, business processes, and organizational structures is a plus.
  • Highly organized and punctual.
  • Ability to multitask and manage multiple projects in a high pace working environment.
  • Ability to understand and prioritize customer needs.
  • Skill in using discretion and tact when dealing with all levels of seniority.
  • Ability to initiate action independently after having been given general guidance/direction.
  • Ability to communicate effectively both orally and in writing.
