Description/Job Summary
Lindahl Reed seeks a Contract Specialist to provide a variety of contract administration functions throughout the contract lifecycle, from pre-proposal development through contract award to closeout, including review and negotiation of terms and conditions, modifications, and contract compliance. This position will also review and analyze solicitations for potential risks and suggested proposal strategies, including compliance with requirements and the recommended pricing approach.
Position Responsibilities
The Contracts Manager’s responsibilities include, but are not limited to:
- Work with Business Development to review draft solicitations and identify risks, requirements, and insurance requirements before proposal/bid submission
- Advise Leadership and departments on Federal Contract requirements and ensure contract documents are properly documented and set up within the Companies filing and ERP (Accounting and Contract) system.
- Become the primary customer interface for the company in contract administration related matters. Manage Client and internal customer expectations, and complete required tasks to ensure proper contract execution.
- Review contracts for matters involving risk, insurance coverage requirements, and operational issues that could create un-manageable and/or excessive risks that needs to manage
- Draft, negotiate, track, and manage the business-related terms and conditions associated with subcontract Master Agreements...
- Work with Practice leads, operational staff, its leadership, and the Director of Contracts, to identify contractual terms and conditions that are indifferent to the interests of the varying stakeholders to negotiate language that is acceptable to all parties.
- Utilize ERP (Accounting and Contract System) and IT infrastructure to track the status of contracts and subcontract agreements in a manner that copies of contracts are available in real-time to extended stakeholders when needed.
- For each new contract, identify and provide Operations and Accounting with contract flow-down, regulatory, and other contract compliance language. Ensure compliance with all FAR regulations, etc.…
- Draft and review various legal Agreements.
- Identify any regulatory reporting requirements that are associated with new contracts that undertakes and work with Operations and Accounting to ensure timely reporting.
Qualifications, Skills, and Experience:
- BA or BS degree.
- 5 years of experience with government contract management, administration, negotiations, and proposal preparation.
- Experience with all contract types, including Cost Plus, Fixed Price, Time & Materials, and Incentive fee.
- Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures.
- Ability to establish and maintain relationships with internal and external clients through consistent communication and follow-up.
- Working knowledge of Federal acquisition regulations (specifically the Federal Acquisition Regulation- FAR) and procurement and contract knowledge in applying governing terms and conditions.
- Has strong negotiation and mediation skills assuming responsibility for explaining and justifying the Company’s position.
- Ability to develop strategies to effectively deal with project and program contractual issues.
- Ability to stay organized and manage time.
- Strong interpersonal skills and written and verbal communication skills, with previous exposure to diverse assignments.
- Requires attention to detail, planning, and organizational abilities, as well as the developed ability to work in a changing and fast-paced, team-oriented environment, interpret and discuss technical information with others, and analyze and provide solutions to complex contractual issues.
