Chemonics seeks a Finance Manager to support the Global Health Supply Chain-Procurement and Supply Management project (GHSC-PSM). The finance manager will provide the overall financial management for Task Order (TO1). There are multiple task orders on the GHSC-PSM project (“Task Orders 1 – 4”) with TO1 primarily focused on HIV/AIDS programs and supported with funding from USAID’s office of HIV/AIDS through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The TO1 Finance Manager will serve as the primary point of contact with the USAID Contracting Officer Representative (COR) team and TO1 Director for task order financial matters, providing professional and timely client service. GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.
Responsibilities:
TO1 Financial Management
- Serve as primary GHSC-PSM point of contact with the USAID COR team and TO1 Director for task order financial matters, providing professional and timely client service.
- Prepare monthly and quarterly financial reports and maintain and update status of obligated funds.
- Maintain USAID-mandated financial trackers utilizing USAID-provided data and data from Chemonics systems as appropriate.
- Inform Global Supply Chain teams of obligated funding for commodities by country; confirms whether funding is available prior to contract/order execution.
- Develop TO1 specific cost recovery rate at the direction of USAID. Monitor the cost recovery rate monthly. Maintain and track country specific cost recovery pools and provide periodic reports to USAID and GHSC-PSM leadership.
- Prepare additional financial reports as required by the USAID COR or TO1 Director.
- Prepare and monitor core work plan budgets as required.
- Provide data to support annual PSM corporate budgets and monthly reforecasts.
- Review monthly TO1 financial data against financial tagging requirements and correct as necessary.
- Collaborate with PMU and Chemonics F&A teams to implement the GHSC-PSM process for LOC management.
- Track LOC drawdowns against TO1 obligations. Keep countries informed of new obligated funding, and total expenditures. Develop forecasts to provide Limitation of Funds and Cost notifications to USAID.
Country Programs Financial Management
- Review transition and annual country office budgets for compliance with activity percentage allocation requirements, level of effort allocation between HQ and country offices, and task order allocation guidance as updated from time to time by USAID.
- Inform Country Program teams and Country PMUs regarding country obligations. Receive country projections from Country Program teams and Country PMUs and prepare corporate and USAID pipeline projections and reports and UDFs in Chemonics’ financial systems.
- Prepare, update, and disseminate GHSC-PSM internal finance policies as new guidance is received from USAID.
- Travel to GHSC-PSM country offices as required.
Program Financial Management
- Create linkages with systems and communications to encourage culture of transparency and information sharing, and to ensure adequate transparency and dissemination of information to USAID and GHSC-PSM stakeholders.
- Monitor implications of country program and HQ financial performance (budget and LOE) across task orders, and update GHSC-PSM management to inform decision making.
Management and Leadership
- Collaborate with and other TO finance and corporate finance teams to develop and implement strategies and foster a culture of transparency and collaboration that enables the TO1 finance team to perform at high levels of effectiveness and efficiency.
- Demonstrate leadership, versatility and integrity in performance of work, following Chemonics Code of Business Conduct.
Qualifications
- Minimum of eight to ten years of relevant professional experience.
- Minimum of seven years of managing the finances of US Government funded programs with multi-country field offices.
- A graduate degree in accounting, finance, business or management is preferred or the possession of a bachelor’s degree in the same field and an additional five years of work experience beyond the seven required above may be substituted for a graduate degree.
- Experience interacting with senior U.S. and foreign government officials.
- Experience recruiting, forming, and successfully managing teams, and ensuring the quality of their products.
- Excellent interpersonal and communications skills to establish and maintain effective contacts with key stakeholders.
- Excellent analytical writing and organizational skills and advanced numerical skills required.
- Demonstrated ability to communicate clearly and concisely both orally and in writing.
- Willingness to travel and work abroad a minimum of 4-8 weeks per year
- Demonstrated leadership, versatility and integrity
- Proficiency in a second language preferred.

The Salary Range for this position is expected to be: $103,680 - $129,600.
An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
Overtime exemption status may change due to state regulatory requirements.
