ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

 

• Operations Coordination Department (Office of the Deputy to the Director)
• Projects, Partnerships & Digital Skills Department (PPS) 
• Digital Networks & Environment Department (DNE) 
• Digital Knowledge Society Department (DKS)

 

The Office of the Deputy to the Director and Operations Coordination Department are responsible for ensuring operation readiness and providing support for the functioning of the regional offices and headquarters in Geneva, especially the implementation of projects and programmes. Functional areas, such as meetings, fellowship and IT support reports to this Department. The unit for special attention in all aspects related to LDCs, LLDCs and SIDs is the responsibility of this Department. The Deputy to the Director is responsible for assisting and advising the Director in the direction and management of the Bureau including on all questions related to personnel, financial and operational planning process. The Department is responsible for leading the operational planning and implementation support, within the framework of the Action Plan. The Department is also responsible for coordinating conferences and events, editorial works and documentation control, monitoring the implementation of decisions emanating from ITU and BDT governing bodies, including TDAG, Council, Conferences and Assemblies of the other Sectors on matters of relevance to BDT. The Department is responsible for coordination of the Bureau's cooperation with other Sectors and General Secretariat. 

BACKGROUND INFORMATION

 

ITU is looking for a consultant with expertise on digital economy and gender to perform a review of existing policies and regulations related to the digital economy in Lebanon, to assess its gender-responsiveness, to identify the gaps and the recommendations for interventions, and to provide a tailored draft of its national strategy.

TERMS OF REFERENCE

 

Under the direction of the ITU Regional Director, the overall guidance of the Senior Digital Inclusion Coordinator, and in close collaboration with the Policy and Regulation thematic priority of ITU-BDT, the consultant will:

  • Review and analyze all suggested policies and regulations to develop country snapshot illustrating trends, changes and gaps in mainstreaming gender in digital economy related sectors and areas.
  • Conduct 10 interviews/consultations as needed (with government representatives, policy makers and other stakeholders i.e. women’s associations, private sector) and have them validated by ITU.
  • Develop a draft national strategy on digital inclusion of women and girls which includes a comprehensive assessment and analysis of gender components in policies and regulations related to digital economy in the country.
CONCRETE DELIVERABLES

 

  • Validated key preliminary findings in an online validation workshop.
  • Coordinated presentation of the final draft with policy makers explaining the rationality and ways to implement it.
  • Participation in regular video meetings with the ITU team to plan and coordinate the assignment-related activities.
COMPETENCIES

 

Proficient knowledge of ICT, digital policy and regulations, national policies or strategies, and digital inclusion.

QUALIFICATIONS REQUIRED

 

Education: Advanced university degree in telecommunications law, business administration, gender, economics, political science or a relevant field, OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.

 

Experience: At least seven (7) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA). Proven experience in developing country assessments in the area of ICT, digital policy and regulations, national policies or strategies, and digital inclusion. 

 

Languages: Knowledge of English at advanced level. Advanced knowledge of Arabic is desirable. 

REMUNERATION INFORMATION

 

USD 280 per working day.
