Chemonics seeks a Chief of Party (COP) and Deputy Chief of Party (DCOP) for the anticipated USAID Jamaica Energy Conservation and Resilience (ENCORE) opportunity. The purpose of ENCORE is to increase Jamaica’s resilience through a strengthened energy sector delivering more renewable and reliable energy to more people, including marginalized populations.
The Potential Objectives Of The Activity Are To:
- Increase the availability and reliability of renewable energy technologies to ensure more Jamaicans, particularly marginalized populations, have access to sustainable and secure electricity.
- Improve the resilience of Jamaica’s energy infrastructure and advance overall energy security to improve reliability and reduce vulnerability to disruptions, including those caused by natural disasters such as hurricanes and floods.
- Collaborate with the Jamaican government and local stakeholders to create policies and regulations that foster a supportive environment for energy sector investments and innovations, encouraging private sector participation and sustainable growth.
Chief of Party
The Chief of Party (COP) will supervise all activities related to this program and have overall responsibility for the successful performance of the technical assistance team. The COP shall provide strategic leadership and bear primary responsibility for all administrative requirements of the contract, ensuring that the quarterly key performance indicators, objectives, and deliverables for the project are met. They will be responsible for ensuring the project follows USAID regulations, the contract, and Chemonics policies. The COP will be the official representative of the contractor and be primarily responsible for liaising with high-level USAID and government officials, and forging alliances with a myriad of businesses, organizations and stakeholders and managing project teams. This position maybe based in Kingston, Jamaica. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Key Responsibilities:
- Provides overall vision, management, and strategic leadership to the project.
- Identifies adjustments in scope and operations to ensure that the project adapts to changes in need and context.
- Supervises and empowers all personnel.
- Establishes effective partnerships with other U.S. government agencies, Jamaican partners, development partners, non-governmental organizations, and a wide variety of other stakeholders.
- Effectively communicates in large public settings, as well as with senior government officials.
- Ensures that managerial, administrative, and financial procedures comply with USAID policies and procedures.
- Supervises the technical leads, operations/grants managers, and short-term personnel
Qualifications:
- Bachelor’s degree in a relevant field required; advanced degrees in engineering, business, or other relevant fields are preferred.
- A minimum of ten (10) years of management experience in implementing energy programs both on- and beyond-the-grid, regulatory planning, utility strengthening, and Power Sector resilience planning with a strong preference for experience in Caribbean islands.
- Excellent interpersonal, diplomacy, and leadership skills, with proven ability to manage high-level relationships.
- Demonstrated success in forming collaborative relationships with intergovernmental bodies, government representatives, and other key stakeholders.
- Proven ability to motivate and lead a dynamic team of professionals across diverse and extensive geographies.
- Prior experience managing large, complex energy sector activities and successfully achieving performance objectives.
- Strong preference for prior experience leading Power Sector and Energy donor-funded programs
- Experience in Jamaica or regional experience in the Caribbean, including countries such as Jamaica, Barbados, Haiti,, Trinidad and Tobago, among others.
Deputy Chief of Party
The Deputy Chief of Party (DCOP) will work closely with the Chief of Party (COP) to provide strategic direction and oversee daily technical activities and project implementation. The DCOP will supervise project implementation and ensure that the project meets stated goals and reporting requirements. This position may be based in Kingston, Jamaica.
Key Responsibilities:
- Provides overall program, managerial, and technical support to the COP, overseeing technical staff.
- Coordinates the technical team and subcontracts to fully and accurately implement activities to achieve program results and objectives while complying with USAID rules and regulations.
- Ensures that all assistance provided is technically sound and appropriate to meet activity objectives.
- Builds partnerships with key stakeholders, including local implementing partners, government officials, and USAID.
- Oversees annual work planning, performance management, and strategic communications. Ensures successful collaboration between project technical staff to design strategy and achieve activity-wide goals and objectives.
- Ensures that lessons learned from project implementation are shared across components and are included in quarterly reports, annual reports, and the annual work plan.
- Reviews and edits draft reports and deliverables prepared by technical staff.
- Manages technical oversight of program partners in their technical activities.
Qualifications:
- Minimum of seven (7) years of relevant work experience in energy programs, with a strong preference for experience in the Caribbean region.
- At least five (5) years of experience managing field operations.
- Degree in international development, energy management, environmental science, or a related field. A master’s degree is preferred.
- Demonstrated leadership experience in project management, personnel management, and strong interpersonal and teamwork skills.
- Financial management experience, including budgeting, financial management (tracking, reporting, and accounting), and procurement.
- Experience with activity design, development, and implementation.
- Familiarity with USAID rules and regulations, compliance, reporting requirements, and grant management.
- Fluent English oral and written communication skills.
- Demonstrated leadership, versatility, and integrity.
- Regional experience in the Caribbean, including countries such as Barbados, Haiti, Jamaica, Trinidad and Tobago, among others, is strongly preferred.
