Summary

In this position, you will serve as the Division Director for the Workforce Strategies & Solutions Division of OPM Human Resources, responsible for aligning strategic workforce planning, position management, talent strategies, and organizational design to OPM's mission and strategic goals. Additionally, the incumbent serves as a Senior Advisor to the Chief Human Capital Officer (CHCO) on innovation and strategy.

Duties

Manages the Workforce Strategies and Solutions Division of OPM Human Resources, responsible for aligning strategic workforce planning, position management, talent strategies, and organizational design to OPM's mission and strategic goals.Serves as a Senior Advisor to the CHCO on Innovation and Strategy, with a primary focus on aligning human resources policies and workforce strategies with emerging technologies.Conducts thorough research for the CHCO on areas impacting human resources operations, including proposed regulations, industry trends, and similar matters.Advises on and formulates policies and procedures dealing with sensitive and complex issues in HR's workforce programs.Advises the CHCO on the potential effects of proposed initiatives on workforce strategies.Provides expert guidance and advice to OPM senior leadership on talent strategies and workforce planning initiatives.Forecasts future work scenarios using data from dashboards, surveys, etc.

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is not eligible for inclusion in a bargaining unit

Qualifications

For the GS15: You must have one year (52 weeks) of specialized experience gained in the public or private sector at or equivalent to the GS-14 grade level or pay band in the Federal Service performing ALL of the following: 1. Leading projects on strategic workforce planning and reshaping and presenting innovative solutions and industry best practices; 2. Providing expert guidance and advice on effective talent strategies and workforce planning; AND 3. Analyzing workforce trends using a data-driven approach and providing findings and recommendations to senior leadership. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
