About the team:

The BlueLabs Civic Tech practice revolutionizes the way government agencies use data to reduce the friction between residents and the essential services they use. Our team develops deep expertise within the areas our clients care about most, then builds data programs that create impact at scale. We work closely with internal government innovation groups and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.

About the role:

This position will play an instrumental role in supporting programs that aim to improve government digital services, helping more Americans access the services they need. Your work will include designing and performing analytics projects that evaluate consumer outreach performance,  iterative development of reports and dashboards to communicate findings, and responding to client-driven ad-hoc analytics requests. You will tackle hands-on analytics and propose thoughtful new ideas on experimentation and investigations that advance program objectives and inform client decision-making.

In this position you will:

  • Analyze data, as well as contribute to the design, implementation, and delivery of analytics products and services
  • Build predictive models, tools, and data visualizations
  • Check data and modeling results for quality and clean, transform, aggregate, and report on data as needed
  • Collaborate with engineers, data scientists, program managers and external stakeholders to troubleshoot problems and proactively create solutions
  • Support research development projects and data science project plans for clients and internal initiatives
  • Strive to support team excellence by developing high-quality documentation.
  • Take ownership of task areas and strive to independently resolve challenges, and guide more junior analysts to do the same to deliver accurate products on short deadlines.

What we are seeking:

  • 2+ years of applied experience working with structured and unstructured data.
  • An undergraduate degree in a quantitative field or equivalent technical training.
  • Experience in and ability to apply your knowledge of foundations of statistics and modeling (distributions, parameter estimation, confidence intervals and tests, etc.)
  • Advanced understanding of how to manipulate data using SQL or Python, and working within cloud-based analytics systems (e.g. Snowflake and DBT).
  • Proficiency creating and testing data transformation processes, and automating repeatable tasks. 
  • Experience going from insight to impact: using the results of your analysis to effectively tell an informative and engaging story through visualization, presentation, and writing to technical and non-technical audiences.. 
  • Experience developing solutions that blend data-driven decision-making with thoughtful understanding of human-centered design/processes.
  • Ability to extend your expertise to guide more junior analysts to take their work from 80% to done. You may have done this by: quality checking results, helping to organize raw analysis into consumable stories and recommendations, adding context, or refining ideation and solutioning in the team’s work.  
  • Passion in applying your skills to our social mission to problem-solve and collaborate within a cross-functional, client-facing team environment
  • The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years (36 of the past 60 months). Resumes should include residency information for the past 5 years of experience.

Preferred Experience

  • Experience with analysis of site usage, conversion funnels, and website performance
  • Knowledge and understanding of healthcare claims, beneficiary, or provider data
  • Experience with Adobe Analytics and LaunchDarkly
  • Designing and building visualizations and reports in Tableau
