Position Overview 

As the lead Instructional Designer, you will be responsible for designing and enhancing training programs for agile authorization and Cyber Assessors for the Chief Data and Artificial Intelligence Office's (CDAO) Authorizing Official. This role will focus on improving and expanding the existing curriculum for the cyber assessors training program. You will develop the overall curriculum for agile authorization, including learning goals, content selection, and assessments, and collaborate with subject matter experts to ensure the curriculum aligns with industry standards and best practices. 

The ideal candidate will have some background in Information Assurance, Cybersecurity Policies, Information Security, NIST, and/or the Risk Management Framework. The ideal candidate will possess strong analytical skills, the ability to communicate effectively, and an inclination for delivering excellence.  At least 3-5 years of experience instructional design for technical organizations.  Experience within private sector or large enterprise preferred.

Candidates with at least a Secret level security clearance preferred, but not mandatory.  Work samples required to be hired.

Work Location 

Remote, DC metro area preferred with travel requirements. 

Key Responsibilities

  • Design and develop comprehensive training programs for agile authorization and Cyber Risk Assessors, enhancing the existing agile authorization training.
  • Collaborate with subject matter experts to create instructional materials that accurately reflect the latest practices in Information Assurance, DoD Cybersecurity Policies, Information Security, NIST, and the Risk Management Framework.
  • Develop both traditional training materials and engaging and interactive e-learning modules, videos, and other digital content.
  • Work with instructors and provide both live and remote instruction to CDAO cyber assurance stakeholders.
  • Conduct needs assessments to identify training gaps and tailor programs to meet organizational requirements.
  • Collaborating with the Strategic Communication Specialist to publish training materials on various channels providing the widest dissemination possible.
  • Implement instructional design best practices to ensure effective knowledge transfer and skills development.
  • Monitor and evaluate the effectiveness of training programs through assessments, feedback, and performance metrics.
  • Provide support and guidance to learners throughout their training journey.
  • Stay updated with industry trends and incorporate innovative training methods and technologies.

 Requirements

  • Bachelor’s degree in Instructional Design, Information Technology, Cybersecurity, or a related field.
  • Proven experience (3-5 years) in instructional design, particularly in the field of cybersecurity and information assurance.
  • Strong knowledge of DoD Cybersecurity Policies, Information Security, NIST, and the Risk Management Framework.
  • Engineering background with the ability to understand and communicate complex technical concepts.
  • Excellent skills in designing and developing digital training materials.
  • Proficiency in e-learning authoring tools (e.g., Articulate 360, Adobe Captivate) and Learning Management Systems (LMS).
  • Strong project management skills, with the ability to manage multiple projects and meet deadlines.
  • Excellent communication and collaboration skills.
  • Secret clearance preferred but not required.
  • Project Management Professional (PMP) certification is preferred but not necessary.
  • Extensive experience with Microsoft Office Tools. PowerPoint skills a must.

  • Strong use of Microsoft Power Point and Excell
  • Visual design ability
  • Ability to articulate strategic ideas.
  • Experience presenting to C-suite executive leadership.
