POSITION TITLE: COC Program Director

LOCATION: Greenfield, MA 

STATUS: Exempt

SUPERVISOR: Associate Director of Programs 



POSITION SUMMARY

The Three County CoC is one of 12 CoCs in Massachusetts funded by the U.S. Department of Housing and Urban Development (HUD) to promote and guide a community-wide effort to prevent and end homelessness. The Three County CoC includes Franklin, Hampshire and Berkshire counties. The Director oversees all aspects of the Three-County Continuum of Care (COC). The Director works with the COC Board, Committees, and over 25 COC member agencies to employ strategies for carrying out the goals of the CoC and obtaining positive outcomes in addressing homelessness. Responsible for compliance with and oversight of the national Continuum of Care program and federal regulations. Also works with various governmental entities and other community stakeholders to advance the federal, state, and local plans to end homelessness. 


ESSENTIAL RESPONSIBILITIES

  1. Manage and coordinate day-to-day program operations, including supervising staff and providing support, training, and guidance.
  2. Overall responsible for compliance with federal program regulations, fiscal oversight, overseeing the CoC’s established coordinated equitable housing access process (Coordinated Entry), compliance monitoring of sub-recipient partners, and ensuring required data and reports are prepared and submitted to meet funding requirements. 
  3. Responsible for managing and coordinating the bi-annual HUD Continuum of Care Notice of Funding Opportunity (NOFO), with support from the CoC staff team and contracted consultant, as needed.
  4. Supervise the program and personnel in compliance with agency policies and procedures. 
  5. Evaluate job performance and recommend compensation, promotions, and disciplinary actions. 
  6. Oversee all strategic planning activities and homelessness response for the Three County CoC area.
  7. Facilitate and participate in CoC membership and CoC Board meetings to provide leadership and management of the CoC, including recruitment of new members.
  8. Manage and staff CoC Committees, including delegating Committee work to CoC staff, membership, and Board Members.
  9. Serve as lead contact for CAPV’s Homeless Youth Services contract with the Executive Office of Health and Human Services. Coordinate work with CAPV’s Youth and Workforce Development Department, submit quarterly reports and other required documentation, and manage subcontracts with area providers.  
  10. Build and maintain strong relationships with community stakeholders and partners, funded and non-funded programs to further CoC goals, ensure supportive practices and responses to people who are experiencing homelessness are developed and maintained and HUD regulations are followed. 
  11. Respond to inquiries and educate stakeholders about the CoC. 
  12. Participate in the planning, coordination and evaluation of activities associated with local, state, and federal plans to end homelessness, including but not limited to the Western Mass Network to End Homelessness. 
  13. Research, identify, and prepare applications for additional sources of funding to meet CoC goals. 
  14. Represent the CoC at community meetings, coalitions, and conferences. 
  15. Work collaboratively with technical assistance providers. 
  16. Support special events including the Point-in-Time Count (PIT) and the completion of the Housing Inventory Count (HIC). 
  17. Inspire and motivate others to achieve increasing levels of performance excellence.
  18. Take an active leadership role in valuing and promoting different perspectives and opinions and approaches.
  19. Required to travel regularly throughout the CoC service area, to CAPV sites, and occasionally out of the service area. 
  20. Comply with agency and funders’ paperwork requirements and procedures. 
  21. Remote work available complying with the agency’s policy. 
  22. Attend regularly scheduled supervision meetings, department-wide and leadership team meetings, mandatory agency trainings, and participate in professional development activities.
  23. Maintain strictest confidentiality.
  24. Perform related work as required

Key Knowledge and Experience: 

  • Knowledge of social services, advocacy, and navigating resources
  • Knowledge of Franklin and Hampshire counties and North Quabbin regional organizations and resources
  • Strong knowledge of the Continuum of Care program regulations, the HEARTH Act and other similar programs. 
  • Experience working with marginalized communities and individuals with low incomes
  • Experience thinking creatively and strategically, setting program goals and steps to achieve them
  • Experience with data management, data capture, tracking methods and analysis for outcome measurements
  • Adapt to changing priorities and demonstrate close attention to details 
  • Proficient computer skills (Microsoft Suite and databases) 


To Qualify 

Minimum Qualifications/Transferable Skills: 

  • 5 years' experience in grant compliance and contract management; fiscal and program management related to human services; data collection and reporting; and administration or management experience with large collaborative projects  
  • 3 years supervisory experience
