DEPARTMENT: Admin/Three County Continuum of Care 

POSITION TITLE: Compliance Manager

LOCATION: Greenfield, MA 

STATUS: Exempt

SUPERVISOR: CoC Program Director 


POSITION SUMMARY

Oversees all aspects of compliance with the federal Continuum of Care program for the Three County Continuum of Care (CoC). The Compliance Manager is the primary contact for funded partners regarding grant compliance, including technical assistance and training, and is the staff lead on annual performance monitoring. The Compliance Manager is an active member of the CoC staff team and works to support, enhance, and promote communication and consistency in the delivery of services. 



ESSENTIAL RESPONSIBILITIES

  1. Responsible for ensuring that the Three County CoC complies with federal program regulations for the Continuum of Care Program.
  2. Serves as the primary contact for funded sub-recipient partners for technical support, training, compliance with contract management, and adherence to federal regulations, including any population-specific guidelines such as Youth Homeless Demonstration Project (YHDP) guidelines. 
  3. Works closely with the CoC Business Manager on contract and fiscal compliance.
  4. Responsible for performance monitoring of funded sub-recipient partners
  5. Develop and maintain reporting, monitoring, and technical assistance procedures, program manuals, policies and procedures, and CoC Charters. 
  6. Identify and implement continuum-wide training in accordance with federal requirements.
  7. Develop and maintain a calendar of compliance and training. 
  8. Ensure consistent communication with internal and external partners.
  9. Responsible for overseeing special events including the Point-in-Time Count (PIT) and the Housing Inventory Count (HIC). 
  10. Participate in the Western Mass Network to End Homelessness through meeting attendance and committee engagement, as directed by the CoC Director. 
  11. Supervise the CoC Program Specialist in compliance with agency policies and procedures. 
  12. Evaluate job performance and recommend compensation, promotions, and disciplinary actions. 
  13. Inspire and motivate others to achieve increasing levels of performance excellence.
  14. Take an active leadership role in valuing and promoting different perspectives and opinions and approaches.
  15. Participate in CoC membership and CoC Board meetings, as needed, to provide leadership.
  16. Staff CoC Committees as assigned by the Director.
  17. Build and maintain strong relationships with community stakeholders and partners, funded and non-funded programs to further CoC goals, ensure supportive practices and responses to people who are experiencing homelessness are developed and maintained and HUD regulations are followed. 
  18. Represent the CoC at community meetings, coalitions, and conferences. 
  19. Work collaboratively with technical assistance providers. 
  20. Required to travel regularly throughout the CoC service area, to CAPV sites, and occasionally out of the service area. 
  21. Comply with agency and funders’ paperwork requirements and procedures. 
  22. Remote work available complying with the agency’s policy. 
  23. Attend regularly scheduled supervision meetings, department-wide and leadership team meetings, mandatory agency trainings, and participate in professional development activities.
  24. Maintain strictest confidentiality.
  25. Perform related work as required

Key Knowledge and Experience: 

  • Knowledge of social services, advocacy, and navigating resources
  • Knowledge of Franklin and Hampshire counties and North Quabbin regional organizations and resources
  • Knowledge of the Continuum of Care program regulations, the HEARTH Act and other similar programs. 
  • Experience working with marginalized communities and individuals with low incomes
  • Experience thinking creatively and strategically, setting program goals and steps to achieve them
  • Experience with data management, data capture, tracking methods and analysis for outcome measurements
  • Adapt to changing priorities and demonstrate close attention to details 
  • Proficient computer skills (Microsoft Suite and databases) 


To Qualify 

Minimum Qualifications/Transferable Skills: 

  • 3 years' experience in grant compliance and contract management; fiscal and program management related to human services; data collection and reporting; and administration or management experience with large collaborative projects  
  • 1-year supervisory experience
