Your missions

Role Overview:

JMA Resources is seeking a highly motivated and self-directed Proposal Manager to join our Business Development team. The Proposal Manager will be responsible for leading and managing the development of federal and state government proposals, ensuring compliance with all solicitation requirements. The ideal candidate will possess a deep understanding of the Shipley Method, coupled with technical expertise, to effectively manage the end-to-end proposal process and ensure the delivery of high-quality, winning proposals.

Responsibilities:

  • Lead the proposal development process from pre-RFP release through post-submission phases.
  • Conduct a thorough analysis of RFP requirements and develop compliant proposal outlines and schedules.
  • Manage proposal development activities, including writing, editing, graphics creation, and reviews, to ensure timely submission of high-quality proposals.
  • Lead kick-off meetings and proposal planning sessions to establish clear objectives, responsibilities, and timelines.
  • Coordinate with technical subject matter experts to ensure technical accuracy and integration of technical solutions into proposal narratives.
  • Assign tasks to team members, monitor progress, and provide guidance to ensure adherence to proposal schedule and requirements.
  • Write and/or edit proposal sections, executive summaries, and other proposal content as needed, ensuring clarity, compliance, and alignment with client needs.
  • Conduct regular proposal reviews and revisions, facilitating color team reviews per the Shipley Method.
  • Apply the Shipley Method to manage and orchestrate proposal activities, including proposal planning, theme development, and execution strategy.
  • Incorporate feedback from subject matter experts, technical teams, and other stakeholders to refine proposal content and enhance overall quality.
  • Ensure strict adherence to deadlines and compliance with all federal government RFP requirements.
  • Lead proposal debriefs and analysis of evaluation feedback to identify strengths, weaknesses, and areas for improvement.
  • Develop and maintain a proposal library and ensure all proposal documentation is archived according to company standards. 
  • Perform other related duties as assigned.

Required Skills/Abilities:

  • Must demonstrate:
    • Exceptional project management and leadership skills.
    • Excellent written and verbal communication skills, with the ability to effectively convey ideas and information to diverse audiences.
    • Possess technical background in Information Technology.
    • Possess a knowledge of the Shipley Method and proven success in applying its principles to develop winning proposals.
    • Strong organizational skills with high attention to detail and the ability to manage multiple priorities and deadlines in a fast-paced environment.
    • Ability to work under tight deadlines and manage multiple proposals simultaneously.
    • Basic graphics creation in Microsoft Power Point and Word.
  • Must have experience working with the following:
    • Microsoft Office Suite and other relevant proposal development tools.
    • Search tools, such as GovWin, SeaPort NxG, and SAMS.
    • Shipley Method.


Required Experience:

  • Minimum of 5 years of experience in proposal management, specifically with federal and state government proposals.

Education Level:

  • A bachelor’s degree in a related field is desired but not required.

 

Required Certifications:

  • Shipley Certified is desired but not required.

 

Location & Commitments:

  • Full-time remote position.
  • Travel is required for this position:
    • To company headquarters in Mechanicsburg, Pennsylvania, for meetings as needed.
    • To approved conferences and seminars.
  • Hours are based on the client, usually Monday-Friday between 8-5 p.m. EST.
  • Weekend work is rare but occasionally needed.
