Primary Purpose of Position:  The Recovery Initiatives Specialist  plays a pivotal role in supporting and advancing the State Opioid Response (SOR) grant and other current and future substance use disorder (SUD) initiatives. This position is dedicated to enhancing community outreach, fostering connections, and promoting recovery and wellness among individuals affected by SUD. Leveraging lived experience, the Recovery Initiatives Specialist will engage with community members, providers, and stakeholders to implement evidence-based practices, reduce stigma, and support long-term recovery. The specialist will coordinate key recovery activities, including naloxone distribution, data-driven program adjustments, and collaboration across internal and external teams. By maintaining personal recovery, the specialist will serve as a role model and advocate for the recovery community, ensuring the effective use of resources to achieve impactful outcomes.

    

Role and Responsibilities: 

    Actively connect with community members, providers, and stakeholders to support recovery and wellness.

    Assist the team in the OUD/SUD related initiatives and projects to meet goals and specific requirements for special allocation of OUD/SUD funds, including SOR/ASOUD. 

    Educate and inform the community about substance use disorders (SUD), recovery initiatives, and available resources.

    Utilizing the assistance of the data specialist and data analyst to take data driven actions 

    Assist in implementing the State Opioid Response (SOR) grant and other SUD initiatives to achieve the best outcomes.

    Promote and educate the use of SUD evidenced- based to facilitate long-term recovery and reduce stigma.

    Support the engagement of individuals in Medication-Assisted Treatment (MAT) programs.

    Collaborate with the Chief Medical Officer, pharmacist,  nurses and other healthcare professionals to identify and implement best practices.

    Serve as a subject matter expert in Substance Use and Recovery Solutions

    Engage with community-based prevention programs and agencies to utilize resources for harm reduction and prevention.

    Collaborate with internal department to ensure effective use of funds and resources.

    Participates in OUD/SUD Performance Improvement Projects (PIP) as a support and subject matter expert on Substance Use Issues. 

    Actively engage in needs/gaps assessment process  and contribute to developing solutions

    Work with data specialist and analyst to track and monitor data and take actions.

    Support in the completion of  mid-year and annual State Opioid Response reports and review.

    Foster collaboration and information sharing among various departments and community partners.

    Participate in and lead interdepartmental and external meetings related to recovery initiatives.

    Maintain personal recovery and wellness to serve as a positive role model

    Provide peer support to individuals in recovery, sharing lived experiences to foster trust and encouragement.

    Advocate for the needs of individuals with OUD/SUD within the community and healthcare systems.

    Coordinate the ordering and distribution of naloxone kits to community providers and other stakeholders. 

    Ensure that naloxone is readily available and that stakeholders are trained in its use. 


Knowledge, Skills and Abilities:

    Strong knowledge of Substance Use Disorders issues and effective treatment in healthcare settings;

    Knowledge and experience in researching and adapting existing and emerging clinical best practices in treatment of Opioid Use and other Substance Uses Disorder.

    Familiarity with evidence-based practices for SUD treatment, including Medication-Assisted Treatment.

    Awareness of the goals and requirements of the State Opioid Response (SOR) GRANT and other initiatives.

    Proficiency in data analysis and the ability to use data to drive program improvements.

    Excellent coordination and organizational skills for managing naloxone distribution and other recovery-related activities.

    Strong  communication skills, both verbal and written, for engaging with diverse community members and stakeholders.

    Ability to exercise judgment and discretion in applying and interpreting policies and procedures.

    Ability to provide empathetic and compassionate peer support, leveraging lived experience to foster trust and encouragement.

    Ability to promote effective partnerships between Partners staff, providers, and community stakeholders;

    Competence in documenting and reporting program activities and outcomes accurately.

    Ability to work effectively with others to promote a team effort to address the needs of the members served.

    Excellent ability to understand and interpret complicated written material and verbal presentations.

    Excellent computer skills including proficiency in Microsoft Office products (such as Word, Excel, Outlook, etc.)

    Excellent problem solving, negotiation and conflict resolution skills.

    Ability to work effectively on multiple projects in a fast-paced environment.

    Attention to detail, time management, prioritization, problem solving, adaptability, and willingness to learn.

    Skill  in leading and participating in interdepartmental and external meetings related to recovery initiatives.

    Demonstrate the ability to travel safely to various locations, including members’ residences, community provider facilities, and other community engagement sites. 

    Commitment to maintaining personal recovery and wellness to serve as a positive role model.


Education/Experience Required: 

    Bachelor's degree in Business Administration, Healthcare Administration, or Healthcare related field or an equivalent combination of education and experience.

    Minimum of two (2) years of experience in Substance Use Prevention and Treatment including Evidenced Based Practices

    Minimum of two (2) years Managed Care/LME experience


Education/Experience Preferred:  

    Certification: Certified Peer Support Specialist with minimum of two (2) years lived experience in recovery.

    Experience in Project Management
