Senior Talent Acquisition Partner, Capture and Proposal - Remote

The Capture and Proposal recruiting team is dedicated to integrating recruiting functions into business development, capture, proposal, and winning processes. The Senior Capture and Proposal Talent Acquisition Partner works with business development teams or delivery teams to recruit staff during the early stages of pursuing new business opportunities. This role involves partnering on opportunities 6-12 months before a proposal is due, allowing time for preparation. Senior Capture and Proposal Talent Acquisition Partners are directly managed by Recruiting Managers and receive additional support from the Enterprise Capture and Proposal Community of Practice.

The primary responsibilities include: tracking new business opportunities, sourcing and hiring key personnel through ICF’s compliant hiring process, developing labor market and compensation intelligence, collaborating with the growth team to understand the direction of opportunities and talent needs, designing sourcing plans to increase diversity at ICF, and building robust candidate pipelines.

Day-to-Day Duties:

  • Participate in Operating Group, Division, and Line of Business pipeline calls, taking notes and informing talent acquisition leadership of relevant insights.
  • Participate in approved capture calls and meetings to define talent needs for proposal submissions.
  • Develop sourcing plans with Business Development team or leadership to attract talent for key roles, including targeted diversity outreach.
  • Find and hire key personnel for pursuits, ensuring compliance with ICF’s processes and tracking key measurements such as letters of intent and contingent offer letters.
  • Use ICF’s candidate relationship management tool, Beamery, and other tools to develop, track, and organize talent pipelines.
  • Maintain active knowledge of and participation in social media and branding tools (e.g., LinkedIn, Twitter, Facebook, Tumblr, and blogs).
  • Use ICF’s applicant tracking systems, Workday, and follow federal compliance regulations.
  • Communicate updates and statuses to candidates with letters of intent or offer letters to keep them engaged.
  • Analyze capture data, ask questions, determine recruiting needs, prioritize, and provide data to hiring managers, business development staff, and internal teams on needs and timelines.
  • Report statuses and activities to internal and hiring managers or business development personnel, including running staffing touch-bases, talent acquisition proposal reviews, debriefs, and data reviews (using ICF’s market research tools).
  • Lead monthly capture/proposal meetings with Division Leaders or Lines of Business to discuss pipeline reports and recruiting efforts, including outcomes and future recommendations.
  • Update weekly reports, including Workday statuses and comments.
  • Communicate regularly with the Recruiting Manager and other Centers of Excellence (Recruitment Marketing, Sourcing, and Early Talent) on updates and needs, ensuring transparency and smooth transitions for wins.

Requirements for this Role:

  • 8+ years of recruiting experience in a professional services environment serving federal, state, or local government.
  • 2+ years of high-volume recruiting experience, defined as hiring more than 10 people in a single month.
  • 2+ years of experience recruiting for technical roles such as software development, data analysis or architecture, technical program management, digital marketing, or similar fields.
  • 2+ years of experience using a candidate relationship management tool or similar tool with email marketing capabilities.
  • Previous experience providing recruiting support for the capture and proposal phase of new business efforts.

  • Strong analytical, problem-solving, and decision-making capabilities.
  • Team player with the ability to work in a fast-paced environment.
  • Proven ability to build, foster, and nurture relationships as a true business partner with senior leadership and members of cross-functional teams at all levels within the organization.
  • Advanced sourcing skills and the ability to draft a plan and implement actions that attract passive candidates and build strong talent pipelines.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$92,986.00 - $158,076.00
