Job Summary

The Research Compliance and Applications Manager will be responsible for overseeing the overall strategy, direction and vision for supporting the assigned UCSF’s research compliance applications through a service offering within the Academic Research Services (ARS) Team, while working closely with and in the UCSF Office of Ethics and Compliance (OEC) and the Office for Sponsored Research (OSR). The incumbent in this position will work with the business directors, unit supervisors, current research compliance administrators and the faculty and users they support to outline objectives, goals and drive towards implementing and supporting a unified research compliance platform. This including working to understand the current UCSF research administration business areas, and services that are needed to meet the needs of the faculty and end users within the research mission. They will be required to collaboratively work with several other compliance managers Central IT, OEC, OSR administrative teams, and provide direction as well as delegate assignments to subordinate analyst(s), configuration specialists and other assigned staff.

They will be providing oversight and direction for the implementation of the Research Administration and Compliance System (RACS) Replacement Project. This means they will be leading and facilitating the project management efforts for the suite implementation. In addition, they are responsible for managing, preparing, administering, and directing resources that directly support the ARS Core systems and the RACS Project within the Office of Research, OEC and OSR. This includes being involved in developing, modifying, and executing policies that affect immediate operation(s) and may also have campus-wide, medical center, or Office of the President effect. Has full management responsibility for budgets, costs, methods, system/vendor decisions and personnel-related actions. Recommends operational policies and procedures for their team that align with ARS departmental practices. Receives assignments in the form of objectives and determines how to best use resources to meet schedules and goals. Reviews and approves recommendations for growth and application support. Provides guidance to subordinates to achieve goals in accordance with established strategy and policies.

Department Description

This position will be housed within the Central IT, which provides architecture, infrastructure, network, security, analytics, integration, and application support services and is essential to the organization’s ability to support growth, mitigate security risk, and manage, store, and share sensitive information. The position will be specifically housed within the Academic Research Systems team, reporting to the Associate CIO for Research. This team is focused on providing research IT services across UCSF.

Required Qualifications

  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Typically 2-5 years of experience managing teams within academic medical organization.
  • Thorough knowledge of the subject area or system support is necessary and sufficient for strategic planning, technology assessment, and direction.
  • Demonstrated skill in managing analysis and project support technical staff.
  • Experience in the management of ongoing technology system support to include the identification and integration of suitable emerging technologies specifically those that relate to research compliance support.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
  • Uses and applies applications of Information Technology theories and concepts to manage and provide solutions.
  • Requires a broad working knowledge of the information system implementation – specific project management practices, system support and operational business strategy.
  • Requires the ability to gather, organize, and analyze data in the completion of assignments.
  • Possesses skills necessary to accomplish department/section objectives and address related problems and issues in an effective manner.
  • Thorough knowledge of technical concepts and basic operating principles for system implementation, project management, change management, and operational support processes.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
  • Strong knowledge and understanding of service delivery principles.

Preferred Qualifications

  • Experienced in leading change management activities and managing their impact across the unit or department.
  • Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.
