Position Details

Plenary Broadband Infrastructure (PBI) is a joint venture of Plenary Americas, and Tilson Infrastructure and long term O&M partner of Tilson Technology Management, Inc.(Tilson). Today, it has major, long term, operate, maintain, and commercialization contracts for fiber systems on the interstate highways with:

  • Pennsylvania Turnpike Authority (PTC)

  • North Carolina DOT (NCDOT)

PBI is hiring an Outside Plant (OSP) Field Coordinator to support field operations, pre-sales engineering, and operations which is posted here in partnership with Tilson. PBI will conduct all applicant interviews, and a successful applicant will be employed by PBI.  Applicants can apply directly to PBI via this link or apply through Tilson. This is a critical role supporting a small, multi-disciplined PBI team.  This is a remote role located in Pennsylvania or North Carolina and requires frequent visits to locations within Pennsylvania and North Carolina to collect field data and supervise network deployment and operations.

PBI is a carrier’s carrier, with a long/medium haul business model to sell fiber capacity to hyperscale data center operators, wholesale telecom network operators, and others.

PBI operates, maintains, and commercializes a network on the PTC right of way that includes underground fiber, huts for equipment colocation, lateral fiber cables on and off the right of way, dense wave division multiplexing (DWDM) equipment, and colocations in data centers.

PBI is seeking a multi-disciplined telecom professional who is comfortable researching and problem solving with a high degree of autonomy.

OSP Field Coordinator

The OSP Field Coordinator will play an important role in gathering field data to ensure that proposed designs are accurate based on field verification and oversee field construction and operations of our OSP Fiber Network builds. 

Responsibilities:

  • Complete all necessary field work/data collection as required to ensure compliance with all permitting agencies, authorities having governance, or structure owners.

  • Maintain accurate records of all operations, including work orders, project plans, and compliance reports, and update PBI’s Fiber Management System, and various company and authority systems.

  • Collect pole data, including safely measuring attachments using photogrammetry  and common field data collection and pole attachment measurement software (OCALC, katapult, etc.).

  • Review proposed designs and ensure it would be feasible based on the field surveys.

  • Plan, schedule, and coordinate projects to ensure timely and within-budget completion. 

  • Ability to identify safety issues, third party roadblocks, and permitting situations in the field.

  • Effective verbal and written communication to ensure responsibilities are relayed accurately.  Liaise with local government agencies, contractors, and clients to ensure smooth project execution and resolve any issues that arise.

  • Identify and communicate potential risks associated with a design that could impact the build.  Highlight possible delays and apply innovative solutions to optimize the overall project schedule.

  • Responsible for construction quality, inspection, and true up of quantities to ensure compliance with quality and safety standards.  Represents the company on site walks or closeout activities with customers and permitting authorities.

  • Maintain a safe environment and ensure all safety standards are met.  Take a leadership role in establishing safety culture.

  • Perform other duties as required.

Qualifications:

  • Minimum of 5 years of experience in outside plant management, with a focus on ITS or related technologies.

  • Post secondary education in a technical discipline (civil, mechanical etc.) is preferred.

  • Industry certifications such as PMP, ITS, OSHA30 certification, or similar are a plus.

  • Safety conscious attitude.

  • Strong attention to detail and problem-solving skills.

  • Willingness to learn new skills, software, and technologies.  Stay updated with the latest industry trends, technologies, and regulatory requirements (those related to ITS a bonus).

  • Strong leadership, project management, and communication skills.

  • Able to work independently.

  • Proficiency in MS Office Products, and Google Earth, and ability to quickly self-orient, learn and utilize new software platforms.

  • Comfortable working outside in a variety of weather conditions.

  • Physical ability to carry 35lbs and ascend/descend a ladder.

  • Valid driver’s license and willing to travel. 

This position will work full time on behalf of Plenary Broadband Infrastructure and will not be a Tilson employee. Employment may be through any of PBI’s investor owners, including Plenary Americas , or Star Infrastructure Partners, to be determined before hire.

$70,000.00 – $110,000.00 competitive salary with annual bonus potential.
